Tenders are invited for Construction of Pre-Primary, Primary and Secondary Schools.

OVERVIEW

The Government of Belize (GOB) has received financing from the Caribbean Development Bank (CDB) towards the cost of construction of 35 new pre-primary, primary and secondary schools and intends to apply a portion of the proceeds towards eligible payments under this contract. Payments by CDB will be made only at the request of GOB and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Loan Agreement. The Loan Agreement prohibits a withdrawal from the Loan account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOB shall derive any rights from the Loan Agreement or have any claim to the proceeds of the Loan.

The Project Execution Unit (PEU) of the Ministry of Education, Youth, Sports, & Culture (MOEYSC) is the Executing Agency for the Project, and is responsible for the overall implementation of the project. The PEU has been established to coordinate the various activities within the Project. The PEU intends to prequalify contractors for the following works under this project. It is expected that invitations for bid will be issued in stages during the second, third, and fourth quarters of 2019.

Small Works Contracts:

Small Works Contracts will typically comprise the construction of two pre-primary school campuses.

Medium Works Contracts:

Medium Works Contracts will typically comprise the construction of a secondary and primary school campuses.

Large Works Contracts:

Large Works Contracts will typically comprise the construction of two or three campuses and may include one secondary school and one primary school campus.

ELIGIBLITY

Consideration will be limited to firms or joint ventures of firms which are legally incorporated or otherwise organized in, and have their principal place of business in an eligible country and are either:

(a) more than 50% beneficially-owned by citizen or citizens and/or bona fide resident or residents of an eligible country or by a body corporate or bodies corporate meeting these requirements; or

(b) owned or controlled by the government of an eligible country provided that it is legally and financially autonomous and operated under the commercial law of an eligible country and otherwise meets the eligibility requirements of the CDB Guidelines for Procurement (2006).

Eligible countries are member countries of CDB.

The requirement for pre-qualification will be based on contract sizes and will include:

Minimum average annual construction turnover in best 4 of the last 5 years of:
US$ 900, 000 for Small Works Contracts

US$ 1, 200, 000 for Medium Works Contracts

US$ 3, 750, 000 for Large Works Contracts

Demonstrate capacity to have a cash flow of:
US$ 160, 000 for Small Works Contracts

US$ 200, 000 for Medium Works Contracts

US$ 650, 000 for Large Works Contracts

Experience as Prime Contractor in at least three similar assignments with values indicated below. (Works quoted should be at least 80 percent complete)
US$ 600, 000 for Small Works Contracts

US$ 750, 000 for Medium Works Contracts

US$ 2, 500, 000 for Large Works Contracts

Prequalification submissions must be in English and must be submitted by 16:00 hours, local time on 5th April, 2019.

The option for submitting the prequalification information is:

One original, three hard copies and one digital copy in a sealed envelope to the address below. The sealed envelope containing each submission must include the name and address of the applicant and be clearly marked “Application to Prequalify for Small Works Contract, Medium Works Contracts or Large Works Contracts”

The PEU reserves the right to return late application unopened to the applicant or to cancel the prequalification process. The PEU will not be bound to assign any reason for not pre-qualifying any applicant and will not defray costs incurred by applicants in the preparation and submission of the pre-qualification documents.
