Tender Details

Tenders are invited for Construction of National Agricultural and Feeder Roads Project Package 1.
The government of Saint Vincent and the Grenadines (GoSVG) has received a loan from the Kuwait Fund for Arab Economic Development (KFAED) toward the construction of the National Agricultural Feeder Roads Project and intends to apply the proceeds of this financial assistance to eligible payments under the contract. Payments by KFAED will be at the request of GoSVG and upon approval by KFAED and will be subject in all respects, to the terms and conditions of that agreement.
The implementing Agency, Ministry of Transport, Works, Urban Development and Local Government (MTW) wishes to select qualified contractors for the construction of the National Agricultural Feeder Roads Project - Package-1.
The scope of works includes but not limited to the following:
• General site clearance;
• Excavation, compacted backfilling, sub-base, base course construction;
• Construction of bridges, drains, retaining walls etc.;
• Rehabilitation or reconstruction of concrete or asphalt concrete pavements;
• Construction of retaining walls and other slope stabilization measures;
• Construction of associated roadside furniture;
Access to properties.
There are no restrictions to countries of eligibility. However, a margin of preference of 5% of the lowest evaluated bid will be allowed in the evaluation of contractors of Kuwaiti nationality or to a joint venture between them and St. Vincentian contractors. Joint ventures arrangements are limited to composition of not more than two firms or entities,
Eligible bidders have to submit full qualification information with their bids establishing their eligibility to bid and qualification to perform the contract if the bid is accepted. Tender and qualification information are to be submitted in the English language on the prescribed forms inserted in the bid document. Submissions that do not provide the information required, or do not demonstrate the prospective contractor's ability to perform satisfactorily, will not qualify and will not be considered for further evaluation,
Qualification requirements include, inter alia:
(a) An average annual turnover (defined as billing for works in progress and completed) over the last five years of United States Dollars (USD) 12 million equivalent for civil works;
(b) Demonstrable cash flow (including access to credit) of USD 7, 500, 000 or equivalent;
(c) Participation as contractor, management contractor or subcontractor, in at least Three (3) contracts within the last five (5) years, each with a value of at least USD $30, 000, 000, that have been successfully and substantially completed and that are similar to the proposed works;
A complete set of the bidding document may be purchased by interested applicants (a) on submission of a written application to the 1st address below and (b) upon payment of a non—refundable fee of EC$ 500.00 or USD 185.00 Payable to Accountant General, Ministry of Finance. The tender document can picked up at the Implementing Agency's Office. The request must clearly state, "Request for Bidding Documents for CONSTRUCTION OF NATIONAL AGRICUL¬TURAL AND FEEDER ROADES PROJECT— PACKAGE 1".
The document is available for purchase between July 30th 2018 to August 24th 2018 between the hours of 9.00am to 3pm.
Complete submissions shall be made in sealed envelopes, clearly marked "BID FOR CONSTRUCTION OF NATIONAL AGRICULTURAL AND FEEDER ROADS PROJECT— PACKAGE 1" and must be received at the SECOND ADDRESS below not later than 2:00 p.m. September 11th 2018 either delivered by hand or by registered mail. Bid opening will take place at 2:15pm September 11th 2018.
All bids must be accompanied by a Bid Security of USD 100, 000,
MTW reserves the right to accept or reject any bid, and to annul the process and reject all bids, at any time prior to award of contract, without thereby incurring any liability to the affected prospective bidder(s) or any obligation to inform the affected prospective bidder(s) of the ground for MTW action.
MTW will not defray any costs incurred by any bidder in the preparation of bids.
