1. The Kyrgyz Republic has received financing in the amount of US$ 50.0 million from the Islamic Development Bank (IsDB) and Saudi Fund for Development (“SFD”) toward the cost of the Irrigated Agriculture Development in Issyk-Kul and Naryn Regions Project and it intends to
apply part of proceeds to finance payments under the contract for “Constriction of Tugel Sai Water Storage Facility»
2. Project Management Unit for the Irrigated Agriculture Development in Issyk-Kul and Naryn Regions Project of the Water Resources Service under the Ministry of Agriculture of the Kyrgyz Republic now invites sealed bids from eligible bidders for submission of its proposal on KGZ-1022/CW/4 “Constriction of Tugel Sai Water Storage Facility».
The construction works will include the construction of the WSF, namely the construction of the dam and the reservoir basin bowl. Construction of an operational site with a single-family house, construction of a 10kV electricity power line (8.3 km) and a 0.4 kV on-site power line.
Preparatory works are envisaged:
- Construction of a dirt road from the village to the dam site (7.5km) with pipe crossings over temporary logs;
- Passing diverted flow;
- Removal of brush and trees.
The usable capacity of the reservoir is 2.85 million m3. The dam is located 7.5 km from the existing intake structure on the Tugel Sai River. The dam is made of local soil material with a core of loam. The maximum height of the dam is 31.6m. The length of the dam along the crest is 192m.
Construction of structures on the dam is envisaged:
- Bed drainage at the base of the dam body;
- Catastrophic spillway made of monolithic reinforced concrete and discharge channel (187m);
- Operational water outlet made of steel pipes d=1600mm in two lines (255m) and gate chambers with hydromechanical equipment;
- Measuring equipment and benchmarks;
- Relocation of existing unpaved road from flooded area;
- Operational roadways.
Brief qualification requirements:
• The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as 600 000.0 USD for the subject contract(s) net of the Bidders other commitments.
• Minimum average annual turnover of 3 000 000.0 USD calculated as total certified payments received for contracts in progress or completed, within the last three (3) years.
A minimum number of similar contracts specified below that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or sub-contractor7 between 1st January 2017 and application submission deadline: One contract of minimum value 5 000 000.0 USD.
3. Bidding will be conducted through the International Competitive Bidding limited to IsDB countries (ICB/MC) procedures, as specified in the “IsDB-s Guidelines: Procurement of Goods, Works and related services under Islamic Development Bank Project Financing, April 2019 edition (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.18 -21 setting forth IsDB-s policy on conflict of interest.
4. Interested eligible bidders may obtain further information and inspect the bidding documents from the Project Management Unit of the Water Resources Service under the Ministry of Agriculture of the Kyrgyz Republic at the address below, during office hours 09:00 to 17:00 hours.
5. A complete set of bidding documents in English language (with desirable Russian translation) may be received by interested bidders on the submission of a written application to the address below and payment of 4 000.0 KGS or 50.0 USD to the bank account indicated below. The document will be sent by email.

6. Bids must be delivered to the address below by 15:00 hours (local time) on March 10, 2023. They will be opened immediately thereafter, in the presence of bidders- representatives, who choose to attend, at the address below. Late bids will be rejected and returned unopened.
