CONDUCT OF DEVELOPMENT AND IMPLEMENTATION OF THE LEARNING MANAGEMENT SYSTEM FOR THE MINDANAO TOPOGRAPHIC MAPPING PROJECT
1. The Mindanao Development Authority (MinDA), through the General Appropriations Act of 2018 intends to apply the sum of Four Million Pesos Only (Php 4, 000, 000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Learning Management System for the Mindanao Topographic Mapping Project. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.
2. The Mindanao Development Authority (MinDA) now calls for the submission of eligibility documents for the Conduct of the Development and Implementation of the Learning Management System for the Mindanao Topographic Mapping Project.
General Outline of the Project:
In the Philippine Development Plan, one factor that can contribute to achieving inclusive growth is to move towards a responsive governance. Among the strategies identified is (a) mainstream support systems that can contribute to an objective decision-making, (b) empower the local government with new capacities that can improve their service delivery, and (c) and provide a means for citizens to access vital information.
In the Mindanao 2020 Peace and Development Framework Plan, -œstrengthening the capabilities in the use of Geographic Information Systems (GIS) and mapping by LGUs, regional government agencies and academic and research institutions- is identified as a strategy that can empower stakeholders in the successful formulation of area development plans.
The project intends to conduct a wide-distribution of the map outputs of the Mindanao Topographic Mapping Project supported by a comprehensive training program for the target recipients. The said activity was committed by the National Mapping and Resource Information Authority (NAMRIA) and the Mindanao Development Authority (MinDA) during the project implementation period.
The project shall employ video-based training modules accessible from a web-based Learning Management System (LMS). A Learning Management System (LMS) is a software application for the administration, documentation, tracking, reporting and delivery of electronic educational technology (also called e-learning) courses or training programs1.
The project will supplement the capacity of identified agencies (recipients) in spatial data generation and production that can further enhance various development plans/program like the Physical Development Framework Plans (Regional/Provincial/Municipal), Mindanao 2020 and Mindanao Strategic Development Framework (sub-national) and various land use plans and other sector plans/strategies.
Project Outcomes and Outputs:
The service provider that will be commissioned to implement this project is expected to assist in achieving the following outcomes and outputs:
Outcome #1: Wide Utilization of the (a) updated Topographic Base Maps of Mindanao produced from the project -œTopographic Mapping for Peace and Development in Mindanao.-
Outcome #2: Enhanced Capacities in spatial analysis and improved decision-support system in the regional and local level using science-based tools like maps and Geographic Information Systems.
Outcome #3: Establish Geographic and Socio-Economic Baseline Information of Mindanao.
Outputs:
a.) Resource and Capacity Assessment Report of the target recipients.
b.Comprehensive Geographic and Socio-Economic Database of Mindanao supported by various Thematic Maps generated by the training participants (1:25, 000 or 1:50, 000 map scales).
b.) Learning Management System Web-Based application using either Moodle LMS Platform or Open EdX LMS Platform;
c.) Modularized Audio/Video Training Material on Spatial Data Management and Thematic Map Development uploaded to the Learning Management System (LMS). The Audio/Video training materials will cover the various topics on Spatial Data Management from official NAMRIA and/or HLURB training modules;
d.) Conduct of Users- Training with Identified Institutions (i.e. Provincial/Municipal Local Planning Units and State Colleges/Universities) adopting the LMS facility.
3. Eligibility documents of interested consultants must be duly received by the BAC Secretariat on or before 21 May 2018, 2pm at the Mindanao Development Authority, Old Davao International Airport Terminal Bldg., Old Davao Airport Road, Km. 9, Brgy. Sasa, Davao City. Applications for eligibility will be evaluated based on a non-discretionary -œpass/fail- criterion.
4. Interested bidders may obtain further information from Mindanao Development Authority and inspect the Bidding Documents at the address given below during weekdays at 8:30am to 5:00pm.
5. A complete set of Bidding Documents may be acquired by interested Bidders on May 11, 2018 to June 11, 2018 from the address above and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Four Thousand Pesos Only (Php 4, 000.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6. The BAC shall draw up the short list of consultants from those who have submitted Expression of Interest, including the eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the -œGovernment Procurement Reform Act-, and its Implementing Rules and Regulations (IRR). The short list shall consist of three (3) prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are:

7. Bidding will be conducted through open competitive bidding procedures using non-discretionary -œpass/fail- criterion as specified in the IRR of RA 9184.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
8. The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS) procedure. The Procuring Entity shall indicate the weights to be allocated for the Technical and Financial Proposals. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.
9. The contract shall be completed within eight (8) months.
10. The Mindanao Development Authority (MinDA) reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
