The fisheries monitoring unit within the Maritime and Water Authority must procure a concession for VMS-related services and technology for HaV and Swedish fishing vessels.
The control regulation (EC) 1224/2009 states that the Member States must use a satellite-based control system (Vessel Monitoring System, VMS) for vessels to be able to effectively monitor the fishing activities carried out by fishing vessels flying their flag, regardless of the location of these vessels. The requirement applies to fishing vessels with a total length of 12 meters or more. The control regulation states that the fishing vessels are obliged to bring equipment and communicate e.g. identity, position, course and speed to the authority's control system.
The authority carries out a concession procurement, which means that HaV appoints a data service provider that provides a satellite tracker suitable for Swedish fishing with a satellite subscription for communication and related services.
