The World Bank (WB) is providingtechnical assistance (TA) to the Government of Iraq (GOI) to strengtheninstitutional capacity for green skills development to meet the needs of cleanenergy transition in Iraq. The TA aligns with Iraq-s UN commitment toclimate adaptation and its priority to expand renewable energy—especiallysolar—to address electricity shortages. It supports the University of Baghdadin establishing the Center of Excellence in Renewable Energy (CERES). Onceoperational, CERES will deliver inclusive academic and training programs, conduct applied research, build partnerships, support other institutions, coordinate nationwide solar energy training, and engage communities to advanceclean energy and climate change awareness.The WB intends to hire a communication consulting firmto support the development of a communication and engagement strategy for CERESat the University of Baghdad and assist the WB in implementing selectedactivities during the first six months following the strategy-scompletion. The communication strategy should create awareness and supportfor the activities implemented under the CERES. This includes drafting, training sessions, consultations and hands-on experience for the assigned teamto identify objective, priorities, key messages, identifying external andinternal audiences, identifying internal and external communication tools, channels, and activities. Once the communication strategy is developed theconsulting firm will support the Bank by providing advice and assistance indeveloping related communication materials. These materials should helpsensitize stakeholders in alignment with the strategy, for a period agreed uponwith the Bank.
