Description : Purpose of the ConsultancyTo undertake a review of the current specialist medical/clinical services across Pacific Island Countries and visiting specialist medical/clinical teams.Background

One of the areas identified by Pacific Health Ministers for a sub-regional approach to leverage "economies of scale" for UHC is in the area of the provision of tertiary level specialist care services. Pacific Island Countries (PIC) are faced with the challenges and constraints of providing specialist medical services due to a number of reasons including limited health financing, insufficient human resource capacities, inadequate medical technology, and other competing health priorities (for e.g. investment in primary care initiatives relating to managing NCDs). Many PIC provide only the specialist health services their resources can afford, and then supplement this with two other health programs: Overseas Medical Referrals (OMR) and Visiting Specialists Medical Teams (VSMT). Both the OMR and VSMT programs significantly impact the way PIC health systems organise and respond to the need for specialist health services amongst their populations.

To commence thinking about alternative, innovative approaches, it is important that a holistic and comprehensive overview of specialist medical services across PIC is carried out.
