Description : BACKGROUND The health sector Role Delineation Policy (RDP) outlines the key elements necessary to establish the hierarchy of facilities and services to be provided or subsidised by the Government of the Solomon Islands. These services include quality, universally accessible primary health care (PHC) services as well as affordable specialised services.

In addition to the core policy elements, the RDP provides the strategic direction for health sector reforms in Solomon Islands and creates the need to develop an implementation strategy that defines the service delivery, health workforce, facility infrastructure, and medicines and supplies component. It stipulates the minimum staffing requirements for each level of facilities and the services that will be provided. The policy document acknowledges that total staff numbers and staffing mix will depend on the facility catchment size, population health needs and local conditions

A critical bottleneck in the implementation of the RDP is the availability and distribution of health staff at the different levels of the health system and ensuring that they match both the package of services to be delivered, the catchment and anticipated demand for the services.
