This Request for Proposal was prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and procedures in Subpart 15.3 as supplemented with additional information included in this notice. This announcement constitutes the only RFP; offers are being requested and a written solicitation will not be issued.
This procurement is SET-ASIDE FOR SMALL BUSINESSES under NAICS Code 541690, Other Scientific and Technical Consulting Services. Award is limited to U.S. Firms or U.S. individuals. Contractor and U.S. subcontractor employees used shall be either U.S. citizens or non-U.S. citizens lawfully admitted for permanent residence in the United States.
Contractor use of subcontractors is limited to less than fifty percent of the proposed price.
This solicitation is being issued IAW FAR Part 12. Government may elect to award to a single offeror or to award up to but not to exceed two (2) offerors for the services under this solicitation. Under this multiple-award procurement, the Government anticipates making two (2) awards.
USTDA recently funded a prior Global Civil Nuclear Energy DS Series. Due to high interest and a large number of prospective civil nuclear activities across the Middle East, North Africa, Europe and Eurasia (MENA-EE), Indo-Pacific, and Latin America & the Caribbean Regional (LAC) teams, the Regional teams recommended funding this DS with the potential to permit two awards for up to three (3) initial and four (4) full reviews to two separate offerors for a total of six (6 ) initial and eight (8) full reviews in order to more effectively manage bandwidth given the high volume of proposals.
