Dear Sirs:
The Department of Public Works and Highways (DPWH), Regional Office VIII, Baras, Palo, Leyte, through the Bids and Awards Committee (BAC) and thru DPWH-CHR MOA, intends to apply the sum stated below being the Approved Budget for the Contract (ABC) to payments for the said contract, hereby notifies the above invited DPWH qualified Consultants, to bid/negotiate for the herein contract through Alternative Method of Procurement under Negotiated Procurement (Small Value Procurement), viz:
a. Contract ID : 19CSIO01 Re-Advertisement (Negotiated Procurement - Small Value Procurement)
b. Name of Contract : Geotechnical Exploration for the Construction of Two Storey CHR Office Building, Government Center, Brgy, Candahug, Palo, Leyte
c. Project Description : Drilling of Five (5) boreholes at a minimum of 20.00 meters total depth and three (3) meters minimum hard layer of N value greater than 50. Total Length of 100 meter. If failed to the reach the hard rock layer at the given depth, the contractor shall continue boring until hard layer is encountered.
d. Estimated Project Cost/ABC : Php 417, 597.34
e. Duration : 45 Calendar Days
f. Cost of Bidding Documents : a‚+/- 500.00
Please be informed that your firm is among the three (3) invited DPWH Accredited Consultants who was initially found qualified/eligible by our Bids and Awards Committee (BAC) as to legal, technical and experience requirements. The following are the invited Consultants:

2. ROLAND C. SICCION SURVEYING OFFICE
3. A.M. GEOCONSULT AND ASSOCIATES, INC.
Bidding will be conducted through Rule XVI -Alternative Method of Procurement under Section 53.9 - Negotiated Procurement (Small Value Procurement), where the amount involved does not exceed the thresholds prescribed in Annex -œH-, pursuant to the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act No. 9184.
In view hereof, the procuring entity through the BAC request your Company to submit curriculum vitae and to bid/negotiate your best proposal for the abovementioned project for our evaluation and post-qualification.

The Procuring Entity / BAC shall conduct Evaluation of Consultants- Bids/Proposals using the Quality-Cost Based Evaluation (QCBE): Passing Technical Scores and Quality-Cost Weights procedure. Only bids whose technical proposals pass the minimum technical evaluation score of seventy five percent (75%) shall have their financial proposals opened and evaluated. The technical proposal shall carry eighty percent (80%) weight in the evaluation. The criteria and rating system for the evaluation of bids shall be provided in the Instruction to Bidders (ITB).
