Dear Sir/Madam:
The Department of Public Works and Highways (DPWH), Regional Office VIII, Baras, Palo, Leyte, through the Bids and Awards Committee (BAC) and thru GAA FY2018 DPWH INFRASTRUCTURE PROGRAM, intends to apply the sum stated below being the Approved Budget for the Contract (ABC) to payments for the said contract, hereby notifies the above invited DPWH qualified Consultants, to bid/negotiate for the herein contract through Alternative Method of Procurement under Negotiated Procurement (Small Value Procurement), viz:
a. Contract ID : 18CSIO08 Re-Advertisement (Negotiated Procurement - Small Value Procurement)
b. Name of Contract : Subsoil Exploration for the Construction of Evacuation Center, Calbayog City and Southern Leyte
c. Project Description : Drilling of Ten (10) boreholes at a minimum of 20.00 meters for soft soil and three (3) meters maximum for hard soil.
d. Estimated Project Cost/ABC : Php 889, 352.52
e. Duration : 60 Calendar Days
f. Cost of Bidding Documents : a‚+/- 1, 000.00
Please be informed that your firm is among the three (3) invited DPWH Accredited Consultants who was initially found qualified/eligible by our Bids and Awards Committee (BAC) as to legal, technical and experience requirements. The following are the invited Consultants:
1. R.S. JARDIN & ASSOCIATES
2. A.M. GEOCONSULT & ASSOCIATES, INC.
3. TERMS CONCRETE & MATERIALS TESTING LABORATORY INC.
Bidding will be conducted through Rule XVI -Alternative Method of Procurement under Section 53.9 - Negotiated Procurement (Small Value Procurement), where the amount involved does not exceed the thresholds prescribed in Annex -œH-, pursuant to the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act No. 9184.
In view hereof, the procuring entity through the BAC request your Company to submit curriculum vitae and to bid/negotiate your best proposal for the abovementioned project for our evaluation and post-qualification.

The Procuring Entity / BAC shall conduct Evaluation of Consultants- Bids/Proposals using the Quality-Cost Based Evaluation (QCBE): Passing Technical Scores and Quality-Cost Weights procedure. Only bids whose technical proposals pass the minimum technical evaluation score of seventy five percent (75%) shall have their financial proposals opened and evaluated. The technical proposal shall carry eighty percent (80%) weight in the evaluation. The criteria and rating system for the evaluation of bids shall be provided in the Instruction to Bidders (ITB).
You may purchase the Bidding Documents for this Contract for a fee of One Thousand Pesos (a‚+/-1, 000.00) at DPWH Regional Office VIII, Government Center, Baras, Palo, Leyte. You may also download the Bidding Documents from the websites of the DPWH at www.dpwh.gov.ph and the PhilGEPs at www.philgeps.gov.ph, and shall pay the fee for these Documents upon submission of your bid/proposal.
Bids must be delivered at BAC Office, DPWH Regional Office VIII and will be opened in the presence of the bidders- representatives who choose to attend. Bids received in excess of the ABC shall be declared non-complying at bid opening. Late bids shall not be accepted.
The DPWH Regional Office No. VIII reserves the right to accept or reject any bid, to annul the bidding process and to reject all bids at any time prior to contract award without thereby incurring Aof INvny liability or obligation to the affected bidder/s.
