Tender Details

The naval sea system command (navsea) is hereby issuing a request for information (rfi) on behalf of pms 407 (surface ship modernization), seeking information from all potential sources who may be interested in the development and manufacture of three types of data acquisition units (daus), for use on cg47 class naval vessels as part of the machinery control system (mcs) integrated into the integrated ship control (isc) system. The navy is seeking information on potential daus; the electrical interface requirements of the daus; the impacts of those requirements on dau performance and size; the availability of marinized and militarized daus; and the estimated costs for any development steps needed to bring the daus to an advanced/engineering development state of maturity (e.g. The daus are designed to meet mil-std environmental qualification/performance testing). A long-term goal for this effort is to maximize reliability and supportability through design choice, configuration option flexibility and future dau expansion capability.
The daus would align with the needs identified in three, individual dau performance specification documents. The distribution statement d version (distribution authorized to department of defense (dod) and dod contractors only) of the performance specifications are accessible through a controlled access area on fbo in which registration will be required by interested parties.
The following is a summary of the detailed information included in the performance specification documents that meet the needs of three, cg-47 class mcs dau types. Consideration will be given to minor deviations from these parameters:
a type 1 dau, whose basic design is being retained from previous cg-47 class installations, will be installed in 12 locations as part of the machinery control system (mcs). Dau nos. 03, 04, 08a, 08b, 12a, 12b, 17a, 17b, 19a, 19b, 26a, 26b belong to the type 1 group of daus to be installed throughout the ship as part of the mcs. Each type 1 dau will house versa module eurocard (vme) equipment as described in the performance specification. A shipset of equipment shall be comprised of a complete set of type 1 daus.
The type 1 daus shall be supplied as individual, numbered units. The daus are part of groups of data acquisition equipment (dae), which have unique functionality. Each dae group will be equipped with redundant central processor units (cpus), running specific dae software developed by the naval surface warfare center philadelphia division (nswcpd) and handling specific dae input/output (i/o) interface requirements. These processors will be located in individual daus. Two (2) daus will form a single dae. As part of a dae group, the type 1 dau interfaces (for monitoring and control of analog and discrete signals) with shipboard hull, mechanical and electrical (hm&e) equipment via copper cable (if applicable), with other daus in the dae group via fiber optic cable, with the cg isc network via fiber optic cable, and with a supply of 110 vac power via copper cable. Each type 1 dau houses a cpu vme section and an i/o vme section (dau 26b will not have i/o connections), containing appropriate vme and other components associated with a dau number as defined in the performance specification. The basic components of type 1 daus will be identical to daus of type 2 and type 4, as specified in separate performance specification documents. The dau type 1 shall be bulkhead, deck or hull/shell bulkhead mounted. The dau enclosure dimensions (excluding door depth and ac unit) shall not exceed 30"w x 30"d x 34"h.
A type 2 dau, whose basic design is being retained from previous cg-47 class installations, will be installed in three (3) locations as part of the mcs. Dau nos. 18a, 18b, and 27 belong to the type 2 group of daus to be installed for the electric plant indication and control part of the mcs. Each type 2 dau will house vme equipment as described in the performance specification. A shipset of equipment shall be comprised of a complete set of type 2 daus.
The type 2 daus shall be supplied as individual numbered units. They are part of the electric plant group of dae4, which has unique functionality. The dae4 group will be equipped with redundant cpus, running specific dae software developed by nswcpd and handling specific dae i/o interface requirements. These processors will be located in individual daus. Three (3) daus will comprise dae4. As part of a dae group, the type 2 dau interfaces (for monitoring and control of analog and discrete signals) with shipboard hm&e equipment via copper cable (if applicable), with other daus in the dae group via fiber optic cable, with the cg isc network via fiber optic cable, and with a supply of 110 vac power via copper cable. Two of the type 2 daus house a cpu vme section and an i/o vme section (dau 18a and 18b), while the third of the type 2 daus houses only an i/o vme section (dau 27). Each type 2 dau contains appropriate vme and other components associated with a dau number as defined in the performance specification. The basic components of type 2 daus will be identical to daus of type 1 and type 4, as specified in separate performance specification documents. The dau type2 shall be deck mounted. The dau enclosure dimensions (excluding door depth and ac unit) shall not exceed 24"w x 33.75"d x 64.25"h.
A type 4 dau, whose basic design is being retained from previous cg-47 class installations, will be installed in 4 locations as part of the mcs. The type 4 dau shall be referred to as main engine control unit (mecu). Mecu nos. 10, 11, 20 and 21 belong to the type 4 group of daus to be installed in the main engine rooms of the ship as part of the mcs. Each mecu will house vme equipment and other as described in the performance specification. A shipset of equipment shall be comprised of a complete set of mecus.
The mecus shall be supplied as individual numbered units. The mecus are part of groups of dae, which have unique functionality. Each dae group will be equipped with cpus, running specific dae software and handling specific dae i/o interface requirements. These processors will be located in individual mecus. Two (2) mecus (one per gas turbine engine (gte)) will be part of a single dae. As part of a dae group, the mecu interfaces (for monitoring and control of analog and discrete signals) with the propulsion gte and associated gte equipment via copper cable (if applicable), with the other mecu in the dae group via fiber optic cable and with a supply of 110 vac power via copper cable.
The mecus shall control and monitor gas turbine parameters to allow a single lm2500 gas turbine engine to operate over its rated performance range. The mecu shall control all start/stop sequencing, to include normal and emergency stops of gtms equipped with digital fuel metering valves. The mecu shall interface with accompanying dau type 1 units, located within the main engine room, via a local, redundant rs422 serial data (modbus) bus to provide a complete gas turbine engine monitoring and control solution.
The mecus shall be provided as complete gte control solutions, including all logic functions and associated software necessary to provide control and interface in accordance with general electric m50tf3882 (latest issue), control system lm-2500 commercial marine application and general electric m50tf3886 (latest issue), electrical interface control document. Evidence of current compliance with and/or the capability to meet the general electric lm2500 marine gas turbine engine control specifications must be provided. In addition to interface with the nswcpd mcs, each mecu shall have provision for basic local manual gte indication and control functionality to include local gte start and stopping capabilities and speed control. The dau type4 shall be deck mounted. The dau enclosure dimensions (excluding door depth and ac unit) shall not exceed 24"w x 34"d x 65"h.
The requirements listed in the individual performance specification documents are to be included as a minimum. Enhancements beyond the scope or deviations from the requirements of this document are at the discretion of the cg-47 class isc system project team members.
All daus shall be designed to meet the following standards, at a minimum

requirements for the control of electromagnetic interface

g) ieee std 45 ieee recommended practice for electrical installation on

shipboard

h) mil-std-129p, marking for shipment and storage

i) mil-std-130l, identification marking of us military property

j) mil-std-1310g, shipboard bonding and grounding methods of

electromagnetic compatibility

k) mil-std-740-1, airborne sound measurements and acceptance

critical dau components will be government furnished equipment (gfe) to maintain compatibility and supportability with existing cg architecture already in the fleet. Commonality between class hulls must be maintained. Critical components include cpu assemblies, i/o ccas and gas turbine engine controllers. Parts that will be provided as gfe are listed in the table below:

integrated logistics support (ils) and training will be required and must utilize the support products and mechanisms currently in place for the integrated shipboard controls platform. Requirements for ils include familiarity and experience with provisioning schedules and processes for assembling and delivering provisioning documentation; factory training synopsizes; course objectives and syllabi; development process for installation training; and outlines and development process and schedules for technical manual deliverables.
Technical and engineering services in support of obsolescence management for cg-47 integrated ship controls systems installed on navy ships will be required. This includes providing bills of materials (boms) as required, notices of obsolescence in equipment of current configurations, and technical support to identify and mitigate solutions where possible.
Responses:
responses to this rfi should include supporting materials that allow an effective evaluation of your company s competence, experience, and overall understanding of the notional requirements that navsea has identified. No page limitation is imposed on the responses. The following information is requested (please indicate if the information is an estimate or based on actual performance data) for existing or planned products that support the parameters listed above and those detailed in the performance specification documents:
1. Dau market:

what are the daus, that you predict to be available in the next 2 to 10 year timeframe that can be "marinized" and "militarized" for use in naval shipboard machinery control systems?
in terms of development market trends, where do you see your customers future demand heading (e.g. Any commercial or military customers of your equipment)?
what if any, other industrial applications are forecast for these daus (e.g. Land-based power, off-shore power, military aircraft, merchant/cruise ships, etc.)?
2. Dau development status:

what is the development status of the daus (e.g. Is there an existing design) and what are the steps necessary to bring them to a fully marinized and militarized standard, including shock and vibration qualification? include a description of their population base and applications. What would be beneficial is a risk assessment (likelihood and consequence score for each development step with corresponding risk waterfall).
Are there any advanced technologies employed or planned that would reduce cooling requirements; reduce power consumption. What enhancements are recommended to meet the minimum performance specifications?
3. Schedule:

what is the development timeline required from contract award to delivery of two complete shipsets of the three dau types to the navy, including any estimated time to modify or develop the daus and complete factory performance testing and any required environmental qualification testing, assuming an immediate start? as a guide, the navy is interested in a schedule with fidelity sufficient to see approximately 10 to 20 steps articulated in a time-phased plan with milestones for key reviews/development gates and an indication of any significant long lead items. Steps shall include an assessment of modifications to existing dau designs. Engineering analyses required to develop confidence in the identified design modifications should be identified in the plan, as well as dau development effort and associated technical risks (with associated likelihood, consequence, and waterfall).
4. Cost:

what are the non-recurring engineering costs and unit production cost estimates, identified individually for the three dau types? please identify the sensitivity of production cost to volume of sales (quantity discounts).
Also please indicate what order quantity would offset the need for navy funding of the non-recurring engineering costs. Non-recurring engineering may take the form of a new dau design, although the preference would be for leveraging existing dau designs.
Are there any minimum annual buys needed to sustain production?
5. Dau performance:

to the degree such information is available for the baseline daus from which the development is commercially or militarily derived, please provide dau performance characteristics. This may include estimated power consumption (at 120 vac, 60 hz, single phase, type 1 power per mil-std-1399c) and thermal transfer and cooling characteristics.
Additional parameters of interest for each dau type include: estimated dau dimensions; estimated maintenance envelopes; total estimated dau weight (identify major components included in dau package); dau enclosure cooling air flow requirements.
Provide individual dau-type configuration description (for example, types and quantities of input/output (i/o) terminal boards, cpu and i/o cards, connectors; local indication and control features (where applicable)) in comparison to the performance requirements.
6. Integrated logistics:

what is the schedule for providing logistics deliverables and requirements including provisioning, factory training, installation training and technical manual materials? detail previous experience in these areas.
Additional areas of interest include experience with navy standard formats for technical manuals.
Detail plan for monitoring obsolescence management and include specific examples on how issues identified have been mitigated.
The questions above are intended to provide the framework for industry feedback. While conforming to the listed questions is encouraged, feedback and responses will be accepted in all forms. Responses should provide enough detail so that potential navy interest can be assessed. The navy technical team working on the development is available for direct, one-on-one, conversations about the objective of this effort and any industry concerns or questions can be submitted to the points of contact identified below. It is noted that membership of the extended navy team includes government support contractors and no information will be shared with non-government employees without express permission from the source of the information.

Pms 407 does participate in international exchange agreements with foreign navies and any data the provider considers limited to distribute under those agreements shall also be indicated.

The information provided may assist navsea in developing and further defining future procurement and acquisition strategies. Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, hubzone small businesses, and woman-owned small businesses are encouraged to participate. This rfi is the initiation of market research under part 10 of the federal acquisition regulation (far), and is not a request for proposals (rfp).
