The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator.Below is a summary of the work to be performed:• Assess the relevance of the project's design and objectives in relation to national priorities, ILO strategic outcomes, and stakeholder needs.• Evaluate the effectiveness of the project in achieving its planned results, including improvements in working conditions, policy reforms, and stakeholder capacity.• Examine the efficiency of project implementation, including resource utilization, coordination mechanisms, and adaptive management.• Analyse the sustainability of project outcomes, particularly the institutionalization of reforms and stakeholder ownership.• Identify the project's contributions to broader impacts, such as reduced child and forced labour, improved livelihoods, and strengthened social dialogue.• Document lessons learned and good practices to inform future ILO interventions in Malawi and similar contexts.The evaluation will cover the full duration of the project (December 2020 November 2025) and all four outcome areas:• Knowledge generation and policy development• Legal and institutional reform• Social dialogue and stakeholder capacity• Direct support to workers and communities in tobacco-growing districtsGeographically, the evaluation will focus on key implementation areas, including Kasungu, Lilongwe, Mzimba, and Mchinji.
