Call for External Collaborator to conduct internal mid-term evaluation for the ETEL Egypt project to assess the implementation progress of the project concerning its relevance and Coherence, effectiveness, efficiency, sustainability The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed.The International Labour Organization (ILO), with funding from the Italian Agency for Development Cooperation (AICS), is implementing the “Empowerment Through Education and Learning (ETEL) Project” in Egypt. The project aims to combat the worst forms of child labour (WFCL), particularly hazardous work, in line with ILO Conventions No. 182 and No. 138 and the National Action Plan for Combating the WFCL and Supporting Families (2018-2025). Implemented in Assuit, Cairo, Qalyoubeya, and Gharbyia, the project targets 3, 000 at-risk boys and girls and provides economic empowerment support to 200-300 families to withdraw or prevent children from engaging in hazardous labour. It further seeks to strengthen institutional capacities, enhance policy coordination, and raise awareness among stakeholders.Expected results include: (1) improved government capacity to implement the NAP; (2) enhanced stakeholder ability to address child labour; (3) increased awareness among key actors; and (4) withdrawal, prevention, and rehabilitation of targeted children.The mid-term evaluation (October 2023 - March 2025) will assess project relevance, effectiveness, efficiency, and sustainability, identify lessons learned, and provide actionable recommendations to guide implementation until October 2026.Please note that if travel is required for this...
