Detailed_Description : The Ministry is seeking the provision of up to seven (7) Fixed Wing Birddog Aircraft Services (BAS) and up to ten (10) Fixed Wing Aerial Detection Aircraft Services (DAS) with associated services to support wildland fire suppression activities primarily in the Province of Ontario, during each Fire Season during the Term of the Contract. These aircraft may also be moved by the Ministry, at its option, to other provinces or territories of Canada, or to other states in the United States of America, as may be needed and described in greater detail herein.For the contemplated Contracts, the Ministry will evaluate proposals submitted for each type of such services separately and award up to two (2) contracts. A proponent may submit a proposal for Birddog Aircraft Services or Detection Aircraft Services or both, however all applicable requirements must be provided as further described in The Deliverables.
Scope of Work : The Ministry is the lead government agency in the Province of Ontario responsible for the protection of people, property and communities from natural hazards. Wildland fires (also referred to as forest fires) are significant natural hazards in the Province. The provision of the Deliverables described in this RFB will support the Ministry-s wildland fire suppression efforts in the Province (and elsewhere) by providing Birddog and Aerial Fire Detection Fixed Wing Services, and other wildland fire suppression and support activities.Detection Aircraft Services play an extremely integral role within the Ministry-s “fire detection and fire prevention” force. These services cover vast areas of the province, in an effort to detect and report wildland fires in their infancy stages. Birddog Aircraft Services also play an exceptionally large role within the “initial attack” and “sustained / support” force for wildland fire suppression and are often among the first resources deployed once a fire has been identified, reported and assessed. Birddog Aircraft Services play a critical role, managing the airspace over the fire, working with the Incident Commander to develop an action plan and directing air tankers in a tactical perspective during aerial fire suppression activities.
