Tenders are invited for Big Data for the Bank of Mongolia.

Payment System Modernization Project

1. The Government of Mongolia has received financing from the Asian Development Bank
(ADB) towards the cost of the Payment System Modernization Project and it intends to apply
part of the proceeds of these loans for payments under the Contract named above. Bidding is
open to Bidders from eligible source countries of ADB.
2. The Bank of Mongolia (BOM) (“the Purchaser”) invites sealed bids from eligible
Bidders for the contract “Big Data for the Bank of Mongolia”.
3. International Competitive Bidding (ICB) will be conducted in accordance with ADB-s
Single-Stage: One-Envelope and is open to all bidders from eligible countries as described in the
Bidding Document.
4. Only eligible Bidders with the following key qualifications should participate in this bidding.
• Submission of audited financial statements or, if not required by the law of the
Bidder-s country, other financial statements acceptable to the Purchaser, for the
last 3 years（2018, 2019, and 2020）to demonstrate the current soundness of the
Bidder-s financial position. As a minimum, the Bidder-s net worth for the last year
calculated as the difference between total assets and total liabilities should be
positive.
• Minimum average annual turnover of USD 900, 00.00 is defined as the total
payments received by the Bidder for contracts completed or under execution over
the last three (3) years (2018, 2019 and 2020).
• The Bidder must demonstrate that its financial resources of availability of or access
to liquid assets, lines of credit, and other finances sufficient to meet cash flow
requirement, which is USD 135, 000.00.
• The Bidder shall have two (2) contracts successfully completed as main supplier
within the last three (5) years (2016, 2017, 2018, 2019, and 2020) each valued at
least USD 360, 000.00. Nature and complexity similar to the scope of supply
described in Section 6 (Schedule of Supply).
Bidders should refer to the Bidding Documents for detailed qualification
requirements.

5. To purchase the Bidding Document in English, eligible bidders should:

Bidding Document can be collected from the address above or may be sent by a courier
service for an additional fee of US$150.00 for International Delivery and MNT100, 000 for
Domestic Delivery. No liability will be accepted for loss or late delivery.
The person appointed by Bidder to collect the purchased Bidding Document must bring or
send by an e-mail to procurement@psmp.mn the following papers:
(i) Letter on Company Introduction,
(ii) Request for Bidding Document Purchase (hard copy),
(iii) Passport or ID Card, and
(iv) Proof of payment (receipt or evidence of a completed bank transfer).
6. Bids must be delivered to the address below on or before 15:00 hours of Ulaanbaatar
time (GMT+8) on 30 August 2021. All bids must be accompanied by a Bid Security as
described in the Bidding Document. Late bids shall be rejected. Bids will be opened
immediately in the presence of the Bidder-s representatives who wish to attend at the address
below:

7. The Bank of Mongolia will not be responsible for any costs or expenses incurred by
Bidders in connection with the preparation or delivery of Bids.
8. Interested eligible Bidders may obtain further information from the Project
Implementation Unit (PIU) of PSMP and inspect the Bidding Document at the address given
below, during office hours from 10:00 hours to 16:00hours (Ulaanbaatar time) excluding
Saturday, Sunday and Holidays:
