Expression of Interest are invited for Belgrade Solid Waste PPP Project - PPP Management Support for the City of Belgrade.
The City of Belgrade (the City) is developing a major municipal landfill and associated waste management facilities in Belgrade (the “Project”). The City will be developing this Project via a Public Private Partnership (PPP) under a design-build-finance-operate-transfer scheme. The City signed the PPP contract of the Project with A special-purpose company (the “SPV” or the “Contractor”) “Beo ?ista Energija d.o.o” (which means Beo Clean Energy) incorporated for the Project. Under the PPP Contract:
i. the City will undertake to deliver circa 510, 000 tons/year of waste to the SPV
ii. the SPV shall

• construct and operate the following (the Interim Services Facilities)

o develop a New Landfill for Landfilled Municipal Waste Process Residues, as well as a New Landfill for Inert Waste and ancillary facilities for leachate treatment and landfill gas recovery at the existing site at Vinca; and

o develop a 200, 000 tons p.a. processing facility for construction and demolition waste (“CDW”).

• process a minimum of 340, 000 tons p.a. in an Energy from Waste Facility (“EFW Facility”) in order to achieve 70% landfill diversion rate of the Treatable Tonnage Limit (EFW Capacity) ;

• landfill the remaining 170, 000 tons p.a. in a New Landfill for Residual Municipal Waste; and

• remediate, close and aftercare of the Existing Landfill at Vinca.
The length of the PPP Contract is 25 years from the date of completion of commissioning of the EfW Facility (circa 28 years from the Effective Date of the PPP Contract).
Given the complex and long-term nature of the PPP Contract, the Project will be demanding for the City for monitoring the contract. Apart from monitoring, under the PPP Contract, the City has obligations to fulfil.
The City intends to setup a dedicated, trained team to act as equal counterpart to the SPV and represent the city under the PPP Contract (Implementation Unit). As much of the PPP-s value is dependent on the accountability of private sector concessionaires for delivering on their commitments under the PPP Contract, it is important to monitor the SPV carefully. This would require the dedicated team representing the City to have adequate expertise and competence. Further, there is a need for a systematic approach for monitoring the PPP contractors- performance and the City-s obligations under the Contract for early identification of issues before they arise.
In this context, the City has sought the support of the European Bank for Reconstruction and Development (EBRD) to assist them in procuring a consultant with appropriate experience and expertise for setting up and operationalizing this dedicated Implementation Unit of the City.
Assignment Description:
The EBRD intends to select and contract a consulting company (the Consultant) to provide the City with an expert team who will advise the city for setting up this dedicated team Implementation Unit of the City, equipping them with monitoring tools and training them in order to make them self-sufficient in monitoring and managing this PPP Contract of the Project. Broadly, the Consultant is expected to undertake the following three main tasks:
• Task 1: Reviewing the design and effectiveness of other international PPP implementation units and applying their lessons in the context of Belgrade and this Project by advising on the design and setup of the Implementation Unit.

• Task 2: Post setup of the Implementation Unit, develop contract management and monitoring tools and processes. Further, administer specific training programmes to build capacity of the Implementation Unit.

• Task 3: Upon achievement of Effective Date under the PPP Contract, support the Implementation Unit in setting up and operationalising the tools and processes of Task 2 so as to ensure the staff of the Implementation Unit become familiar and comfortable with the use of tools and processes.

• Task 4: Upon achievement of the Interim Services Commencement Date under the PPP Contract, assist, for a fixed period, with the monitoring of the PPP Contract so as to help the staff of the Implementation Unit become familiar and comfortable with the mechanics of the payment mechanism under the PPP Contract of the Project.
Assignment Start Date and Duration: The Assignment is expected to start in December 2019 and has an estimated overall duration of 20 months. The total duration of the Study should not exceed 8.5 months in total but there will be stand still periods where the City has to approve deliverables, set up the Unit and achieve certain milestones under the PPP-s Project. The engagement contract therefore will have duration of 20 months.
