It is the intention of the United Nations Development Programme (UNDP) Barbados and the Organisation of Eastern Caribbean States (OECS) to launch a Request for Information followed by a Request for Quotation (RFQ) resulting in an award of a contract; subject to the outcome of this Request for Information (RFI). Therefore, specialized Vendors are encouraged to fill in the attached table and questionnaire in Annex 3, which will provide UNDP with a better understanding of the relevant market and specifications for a pump that would best suit the needs as outlined in this notice. Please note that any answers you give will assist UNDP in obtaining the required information on the relevant market and assist UNDP in the final draft of the RFQ according to the given responses.

Background
Dominica was severely affected by hurricane Maria, which passed through Dominica as a category 5 event in September 2017 with 260 km/h maximum sustained wind speeds. The hurricane caused mass destruction, affecting the entire population of 74, 000. There are 31 confirmed deaths and over 30 persons were reported missing. Critical infrastructure in Dominica - including electrical lines, houses, public buildings and government offices, schools, hospitals, and private structures key to the economy and people’s livelihoods (ex: hotels and fish processing plants) were significantly damaged. Hundreds of people have been displaced and are in shelter and 90-95% of roofs have been damaged or destroyed. Of a total 26, 085 houses (Government census data), an estimated 23, 488 houses are moderately, highly, or completely destroyed. Furthermore, many key public buildings have been flooded and a need for water/trash pumps to clean out water, silt, and waste from critical buildings has been identified. For example, following hurricane Maria, the Financial Center had several hundred thousand gallons of silt and water in its subbasement and water level at its height was in excess of two meters.
UNDP is looking for information on the most optimal specifications for a trash pump for the Government of the Commonwealth of Dominica for disaster and emergency response and recovery programs. Please note that the vendor who will be chosen to supply the pump will also be required to provide training on the use and maintenance of the same.
