Ethiopia plans to register 90 million residents through Fayda by 2028. As of July 2025, 21 million individuals have been enrolled, primarily around Addis Ababa and other major cities. To expand access in rural areas, the National ID Program (NIDP) plans to deploy “super agents” in late 2025. These agents will carry out nationwide enrollment, with a target of registering 36 to 40 million people over the next three years. The FaydaLab research consortium plans to implement a research study alongside the national rollout of Fayda to inform more inclusive and effective Fayda rollout and generate lessons of global value for other countries pursuing large-scale digital ID systems. The current phase of this study will identify barriers to enrollment and service access, assess early impacts across key outcomes, and generate practical insights to improve system performance.
