Expressions of interest for Assessment of ASEAN Member States' Readiness for Cross-Border Digital Identity and Verifiable Credentials
The objective of this assignment is to assess the readiness of ASEAN Member States (AMS) for cross-border digital identity and verifiable credential interoperability. The consulting firm will:
Map and analyze national digital identity ecosystems and governance arrangements in 11 AMS (including Timor Leste);

Review laws, regulations, and policies related to digital identity, e-authentication, data protection, and cross-border data flows;

Assess technical standards, trust frameworks, and interoperability readiness; and

Develop evidence-based recommendations and a high-level roadmap to support ASEAN-wide interoperability.
