Brief description of the tender: On January 1, 2025, the updated Urban Wastewater Treatment Directive entered into force, according to which member states must remove micropollutants from pharmaceuticals and cosmetics in certain wastewater treatment plants. To achieve this goal the directive provides for the implementation of the fourth stage of purification and the development of an extended producer responsibility system (EPR) to finance it. The purpose of this study is to assess the impact of the mentioned system on the market of pharmaceutical and cosmetic products, including pharmaceuticals availability, affordability and accessibility in Estonia. In addition, the purpose of the study is to analyze and offer solutions for the design of the payment system, including explaining how payments from manufacturers of pharmaceutical and cosmetic products will take place to producer responsibility organizations and from there to water companies for the establishment and operation of the fourth treatment stage.
