Request for Information (RFI)
Intent of the Notice: Army Contracting Command - Orlando (ACC-Orlando), for the U.S. Army Capability Program Executive Simulation, Training, Test and Threats (CPE ST3), in support of Product Manager Tactical Training Systems (PdM TTS), is conducting market research to determine whether responsible industry sources exist that can provide uninterrupted Aerial Remotely Piloted Vehicle Target (ARPVT) systems (Group 2 and 3) and services support without substantial duplication of cost to the Government or unacceptable delays in fulfilling agency requirements. The Government is considering the most effective acquisition approach for continued ARPVT support, which may include an extension of the current Griffon Aerospace Inc. for up to five years for the ADA-T II contract, W900KK-22-D-0010. This RFI is issued for market research purposes and to assist the Government in determining whether the requirement should be competed or whether a noncompetitive action may be supportable under Revolutionary Federal Acquisition Regulation (FAR) Overhaul Part 6.103-1(c)(2). This RFI is issued in accordance with DFARS Revolutionary FAR Overhaul PGI 206.103-170.
Background: The ADA-T II contract was established to provide manufacturing of aerial targets, support services, related support equipment, mission payload system devices, training, and associated technical and logistics support. The current effort includes support for MQM-170, MQM-171 and MQM-186 aerial target operations and related field services. The Government does not own build-to-print technical data packages (TDP) or software source code for the MQM-170, MQM-171, or MQM-186.
