Description
Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Agency for Healthcare Research and Quality (AHRQ) intends to sole source to:
University of Maryland Research Data Center

This is requirement is for membership at Maryland Research Data Center for Medical Expenditure Panel Survey (MEPS) Insurance Component. The requirement provides AHRQ/CFACT researchers, with special sworn status, access to Census data in the Research Data Center (RDC) for the MEPS Insurance Component at the University of Maryland. This will enable CFACT researchers to use MEPS Insurance Component data and integrate key tax information into models and cost estimates.
The Maryland Research Data Center is uniquely positioned to provide exclusive access to both AHRQ s MEPS Insurance Component data and Census data needed for CFACT researchers with special sworn status, due to the closure of the Census HQ RDC. This is the only location in the region that has close proximity to AHRQ that can provide access to confidential MEPS Insurance Component microdata.
The period of performance is one year, plus 3 one-year options.
This notice of intent is not a request for competitive proposals. A determination by the Government as to whether or not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
