Tenders are invited for Agribusiness PNG Fresh Produce Pest Extension Services.
A. PROJECT BACKGROUND AND OBJECTIVES

(Provide a description and context of the project and identify the most important deliverables)

The International Finance Corporation (IFC), the private sector arm of the World Bank Group, is a leader in sustainable investment in emerging markets. IFC promotes private sector development and economic growth as a way to reduce poverty and improve people`s lives. IFC provides advisory services by establishing partnerships with donors, governments, and the private sector to design and deliver technical assistance programs that promote entrepreneurship, improve the investment climate, mobilize private sector investment and enhance the competitiveness of micro, small and medium enterprises.
PNG is a resource rich, low-income country with a dual economy. The modern extractive sector draws on substantial reserves of metal ores and hydrocarbons and accounts for 80 percent of merchandise exports, however, it contributes only 0.4% to total employment. In contrast, 86 percent of 7 million people obtain their income from agriculture. This PNG agriculture sector is typified by small cash crop sales dominated by fresh produce, arabica coffee, cocoa and oil palm.
Demand for fresh produce in PNG is growing as a response to the growing of middle class in towns of PNG and most importantly on the growing demand in mining industry. The PNG Highlands represents a unique environment for fresh produce production (e.g. sweet potato, English potato, cabbage, bok choi, broccoli, carrots, zucchini, capsicum, lettuce, tomato, celery and asparagus) which is able to be grown year-round.
However, it also recognized that fresh produce-s potential is limited by an inadequate technical and logistics capacity, and marketing system of the supply chain player - a role carried out by the lead firm. Hence, improving the capacity and marketing system of the lead firms is deemed to be a high priority and so give an important impetus for this sub-sector development.
Project Objectives
IFC through its Advisory Services activities is working in PNG to improve the income of the lead firm linked small holder farmers (fresh produce/vegetable, coffee and cocoa farmers) by improving farmer access to technology, markets, finance and information.
IFC will work with a supermarket retailer (the Client) that is a new entrant to the fresh produce supply chain. Working with the client to build its capacity in fresh produce supply is envisaged to improve opportunities for farmers, particularly women farmers in the highlands to access markets in Port Moresby through the deployment of extension training, improved access to inputs and access to information. IFC work with the client to build its internal fresh produce supply chain and logistics capacity and link the farmers to markets in Port Moresby.
As part of the fresh produce supply chain development of Agri PNG Project, IFC is now seeking a qualified consulting firm to build the capacity of the Client in providing pest related extension services to farmers.

B. SCOPE OF WORK

IFC proposes to hire a consulting firm from October 1, 2016 to 28 February 2017 to build the client-s pest related extension services. Working closely with IFC, client and partner, the selected firm is expected to carry out the following tasks:

(1) Identify pest related concerns/issues prevailing to the clients- farmers and staff/lead farmers training needs;

(2) Provide recommendations to the clients to deliver information and/or address their pest issues,

(3) Conduct ToT vegetables pest and disease management training courses including safety and effective use of pesticide to 20 to 25 participants drawing from (Client-s staff, lead farmers, FPDA staff and NARI staff) in Mount Hagen, Western Highland Province.

(4) Conduct a design of extension materials workshop at which clients- staff design, produce and test extension material to assist their further farmer training activities, and provide feedback on pest and disease management training conducted by client- staff since the ToT workshop;

(5) Advise client on importation of chemicals & pesticide, spray and proper labelling on chemical and pesticide products;

(6) Provide on-field and remote back up supports (via phone calls or emails), to clients- staff on pest and disease management until February 28, 2016;

(7) When appropriate introduce Pacific pest and pathogens mobile application and other plant protection websites and services to the client.

C. DELIVERABLES/SPECIFIC OUTPUTS EXPECTED FROM CONSULTANT)

The Consulting Firm will submit the deliverables to IFC

a) Deliverable 1: A report detailed with:

- Pest related concerns/issues prevailing to the clients- farmers

- The clients- staff/lead farmers training needs

- Recommendations related to: a) approach to deliver information and/or address their pest issues and b) where/how to set up and operate the clinics

c) Deliverable 3: Design / extension material workshop report covering key achievements, challenges and recommended plan for future IFC engagement in pest related issues.

D. SPECIFIC INPUTS TO BE PRESENTED BY IFC TO CONSULTANT

A field coordinator to liaise between farmers and the consultant, to organize and make all necessary local arrangements for the workshops. The field coordinator will also attend the workshops.

E. SPECIAL TERMS & CONDITIONS / SPECIFIC CRITERIA

Interested consulting firms (or consortium of firms) are expected to have:
-c In-depth knowledge of fresh produce industry, especially in the highlands of Papua New Guinea;

-c Demonstrated capacity to work effectively with local agribusiness firms and farmer communities;

-c Have a strong team with a minimum 1 member who have at least master academic qualifications in pests entomology and/or pathology;

-c Fluency in English with excellent oral and written communication skills and the ability to communicate ideas clearly and confidently, and articulate issues and recommended solutions;

-c Speaking in PNG Tok Pisin language will be an advantage.
