this request for information ("rfi") is issued by her majesty the queen in right of ontario as represented by the minister of labour, "the ministry", for the purposes of gathering information from the marketplace related to the acquisition of external banking services with the goal of assisting the ministry in understanding current trends and products in the banking services market and in determining feasibility of future acquisition requirements.
the trust fund services unit (tfsu) manages the receipt and disbursement of funds on behalf of the operations division''s employment standards program in support of the employment standards act, 2000 (esa) and the employment protection for foreign nationals act, 2009 (epfna). the tfsu deposits and disburses funds from an account established in the name of the director of employment standards, (the "director"). these funds amount to approximately $8-15 million dollars per year and an external bank account is utilized to manage these funds.
the current banking contract for the tfsu will expire in march 2017. this assignment is to ensure that tfsu continues to have banking services to support the administration of the employment standards program, and to ensure business continuity.
the employment standards program of the ministry of labour (mol) enforces the employment standards act, 2000 (esa) and the employment protection for foreign nationals act, 2009 (epfna). the tfsu of the employment practices branch processes payments made in relation to amounts owing under the esa and epfna and holds monies in trust in relation to the recall rights scheme established by s. 67 of the esa.
