The software must adhere to the specifications detailed in Annex A, which include: • GIS software maintenance which includesregular improvements, updates, upgrades that increase performance, introduce new features or functions and patches that remedy software issues; • Services that deliver help-desk support for GIS users generally and premium escalation for key users; • Services that include user documentation, on-lineand instructor led training for OPS Ministries technical and management staff. • Data creation, editing, modeling, analysis, visualization, and dissemination. • Support both desktop and mobile users, functioning online and offline. • Offer advanced spatial analysis and modeling tools. The GIS softwareis essential for managing, sharing, and interacting with spatial data to address various needs, including decision-making and emergency response. The GIS software solution is required as soon as possible to ensure timely implementation and integration with existing systems.
