Furthermore, minors, person under conservatorship or person under assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause ; (a2) not come under article 6 of the regulation concerning contract for nho ; (a3) have grade a, b or c in "sales of products" for participating in tenders by ministry of health, labour and welfare (single qualification for every ministry and agency) in shikoku region ; (a4) prove to have obtained the firstclass-license for selling drugs in accordance with the pharmaceutical affairs law ; (a5) prove that they can deliver the drugs on the date and to the place specified by the obligating officer ; (a6) meet the qualification requirements which the obligating officer may specify in accordance with article 4 of the regulation ;
