This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Part 13 and Part 12, as supplemented with additional information included in this notice, including DFARS Subpart 217-71. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This combined synopsis/solicitation is issued as a Request for Quotes. A Firm Fixed Price type contract will be awarded.
The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06 effective 05 June 2020.
This combined synopsis/solicitation is being issued as a 100% Small Business Set Aside.

The U.S. Army Corps of Engineers, Philadelphia District, intends to initiate a Request for Quote (RFQ) for the procurement of one welded steel barge to be used as a test tank. The completed vessel will be placed in service with the Rock Island District of the U.S. Army Corps of Engineers and will be used by the District to conduct load testing and calibrate its heavy lift floating crane QUAD CITIES.
When complete, the new test tank barge will be capable of being ballasted to 1, 100, 000 lbs. and be lifted by the floating crane.
The barge will be built to and classified by ABS as Maltese Cross A1 Barge, Rivers Service with Reinforcement B. Contractor will be required to design, obtain ABS approval for the detailed design of the barge, fabricate, and deliver the barge to the Government.
The offeror MUST meet the specifications and requirements listed in the solicitation.
Delivery and final acceptance will be at the Corps Le Claire Base on the Mississippi River, at Pleasant Valley, Iowa.
