REQUEST FOR EXPRESSION OF INTEREST FOR
PROVISION OF CONSULTING SERVICES IN THE CONDUCT OF THIRD-PARTY PERFORMANCE EVALUATION OF DENR R8 NGP PLANTATIONS ESTABLISHED FROM 2013-2015

1. The DEPARTMENT OF ENVIRONMENT OF NATURAL RESOURCES REGION 8 [DENR R8], through the FY 2018 GAA RA 10964 (SAA No. R8-101-2018-04-335) intends to apply the sum of Two Million Six Hundred Thirty Two Thousand pesos & 00/100 [Php2, 632, 000.00] being the Approved Budget for the Contract (ABC) to payments under the contract for PROVISION OF CONSULTING SERVICES IN THE CONDUCT OF THIRD-PARTY PERFORMANCE EVALUATION OF NGP PLANTATIONS ESTABLISHED FROM 2013-2015 [P.R. No. 18-08-0619NCB]. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.
2. The DENR R8 now calls for the submission of eligibility documents for the PROVISION OF CONSULTING SERVICES IN THE CONDUCT OF THIRD-PARTY PERFORMANCE EVALUATION OF DENR R8 NGP PLANTATIONS ESTABLISHED FROM 2013-2015 within one hundred thirty (130) days work duration for the identified 192 sites with an area of 32, 893.0 hectares sparsely distributed among the provinces in the region namely- Leyte, Southern Leyte, Biliran, Western Samar, Eastern Samar and Northern Samar which will be all validated within the given period per Lot specified hereunder and per approved Budget for the Contract (ABC) as stated in item no. 4 of this REI:

Eligibility documents of interested consultants must be duly received by the BAC Secretariat on or before SEPTEMBER 17, 2018, 12:00 p.m., and Eligibility Opening/Check on same day at 2:00 p.m., at DENR Regional Office 8, Tacloban City, upon payment of non-refundable amount of Five Hundred Pesos (a‚+/-500.00) cash to the Cashier Section, DENR R8. Applications for eligibility will be evaluated based on a non-discretionary -œpass/fail- criterion. Late Bids shall no longer be accepted.
3. Interested bidders may obtain further information from DENR R8 and inspect the Bidding Documents at the address given below during office hours, from Monday - Friday at 8:00 A.M. to 5:00 P.M..
4. A complete set of Eligibility Documents may be acquired on September 03-17, 2018 by interested Bidders and Bid Documents on September 18, 2018 to October 08, 2018 for the shortlisted bidders at DENR Regional Office 8, Tacloban City from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount per Lot/s as stated hereunder with Bid Security requirements:

5. The BAC shall draw up the short list of consultants from those who have submitted Expression of Interest, including the eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the -œGovernment Procurement Reform Act-, and its Implementing Rules and Regulations (IRR). The short list shall consist of three [3] prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are:
6. Bidding will be conducted through open competitive bidding procedures using non-discretionary -œpass/fail- criterion as specified in the IRR of RA 9184.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
Consultants may come from State Universities and Colleges, Non-government Organizations, Civil Society Organizations engaged in environment and forestry advocacies and must be registered in the Region where the NGP area to be evaluated is located, except for such entities which has been previously engaged in establishing NGP plantation areas under a MOA with the DENR R8.
7. The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS) procedure with the herein weights allocated:
a.) Technical Proposal = 70%; and b.) Financial Proposal = 30%
The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.
8. The contract shall be completed within one hundred thirty (130) calendar days.

9. The DENR R8 reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
