Development/Finalization of a Results Measurement Framework for WHO South-East Asia Region

Description:
The World Health Organization, South East Asia Region (SEAR), invites expressions of interest from professional qualified vendors to develop and finalize results measurement framework for WHO South-East Asia Region.

The contract external management consultancy will:

i. Finalize an agreed-upon set of performance indicators for the WHO South-East Asia Region;

ii. Build consensus, awareness and buy-in of the performance indicators amongst WHO Country

Representatives and other key stakeholders;

iii. Create a document that can be used to report these performance indicators going forward,

which should include results captured as part of the broader management reform agenda;

iv. Provide direction on ways to operationalize the measurement, collection and communication

of the performance indicators on an annual basis moving forward.

The measurement framework will demonstrate a theory of change which shows how SEARO’s reforms are leading to more effective operations which deliver results for the region, and ultimately lead to progress toward the health SDGs.

The detailed scope of requirements (SOR), including specific information will be provided within WHO Request for Proposal (RFP), which will be sent out to all qualifying vendors responding to this expression of Interest (EOI). No further detail will be made available prior to the issuance of the RFP.
