BUILDING RESILIENCE COMMUNITIES IN SOMALIA (BRCIS)
1.0: Introduction
Save the Children International (SCI) is a non-governmental organization whose mission is to fight for children’s rights and deliver immediate and lasting improvement to children’s lives worldwide. SCI has been operational in Greater Somalia for over 40 years. Current programs straddle relief and development in various sectors including Health, Nutrition, Child Protection, Child Rights Governance, Vocational and Skills Training, Education and Food Security & Livelihoods (FSL) working in Somaliland, Puntland and Central South Somalia to help communities cope with drought, conflict, displacement and flooding.
The Save the Children International (SCI) implemented Technical and Vocational Education and Training Program in Mogadishu- Somalia from 2016/2017funded by DFID under Building Resilience Communities in Somalia (BRCiS) program. The program aimed to contribute to increased social cohesion and livelihoods opportunities for youth. SCI is requesting for Expressions of Interest (EOI) from qualified individuals or consultancy firms to conduct tracer study on the outcome of the program in Mogadishu especially three SCIs BRCiS target villages Hodan (Ahmed Gurey), Dayniile ( Kur-damac) and Howlwadag ( Saqawodin) districts.
BRCiS Project (Building Resilient Communities in Somalia) aimed of reducing vulnerability of rural and urban communities including protracted IDPs, especially women and children in Somalia, to adopt shocks, transform it and bounce back even better. The overall aim of this project is long term resilience building using community participatory analysis on recovery and durable solutions approach in BRCiS target communities. Save the children implemented the BRCiS program interventions in Kurdamac village of Daynile district, Ahmedgurey of Hodan district and Saqawudin village of Howlwadag district. The target beneficiaries have initiated income generation activities, small scale business management and life skill training, Technical and Vocational Education and Training (TVET) among others.
Purpose of the Tracer Study

The purpose of this tracer study is to invite proposals from qualified individuals to conduct a tracer study for SCI’s implementedTechnical and Vocational Education and Training Program in Southern Somalia- Mogadishu in SCIs BRCiS target villages Hodan ( Ahmed Gurey), Dayniile ( Kur-damac) and Howlwadag ( Saqawodin) districts. The consultant will be focusing on the below mentioned objectives.
Objectives:
1. To analyze the factors inhibiting the employment (wage or self-employment) of TVET graduates,
2. To evaluate the effectiveness and relevance of the TVET courses from both the graduates’ and employers’ perspectives,
3. To analyze factorsaffecting the provision of quality training by TVET providers.
Scope of Work:

1. The tracer study will analyze the effects of the skills trainings provided by theproject with respect to graduates’ employment, competitiveness and income.
2. To trace the whereabouts of the TVET graduates and find out the activities they are engaged in to earn their livelihoods. In this regard the study will collect information and data on location of employment, type of employment (formal, informal, wage and self-employment), graduates’ salaries/incomes, the duration of finding a job after training, job retention rates, career differences by gender, regional distribution, match between training and jobs taken up, perceptions and satisfaction levels of graduates and employers and other relevant dynamics variables
To find out how well the graduates are performing in their duties and the skills they have been trained. In this, one should look and observe how they are doing the work where possible and examine the quality of products they are producing and the quality of service being offered.

1. To analyze what hinders TVET graduates in getting employed soon after the training and what prevents most of them engage in self-employment. Provide suggestions how the situation can be made better.
2. To visit and discuss with employers and graduates to evaluate the relevance of the courses offered by the TVET providers, this will enable toassess whether trainees get the quality of training that matches job specifications and standards.
Methodologies:

The Consultant will carry out a tracer study of TVET graduates and hold discussions with a number of employers who have employed the TVET graduates from the project. It is expected that the consultant will propose an appropriate methodology to use. The SCI project staff and MEAL Officer will support in organizing and mobilizing the respondents. The Consultant will:

Conduct desk study on the project proposal and project reports. Review a number of documents i.e. past tracer studies done, labor market surveys and curriculum / syllabi available. To study and familiarize with the recent TVET programs implemented by different international organization in Mogadishu.

Organize and facilitate an introductory workshop for the project staff, TVET providers and the enumerators to ensure their understanding of the process and familiarize with the data collection tools and proposed methodologies.

Collect data from all geographical project locations during the field work, and must ensure a satisfactory number of enumerators, to ensure a thorough and detailed data collection.

Use qualitative and quantitative techniques of collecting data.

Use a standard data analysis method (preferably SPSS) that will enable generation of appropriate information and results.
Deliverables/Outputs:

The deliverables / outputs of this assignment are:
An inception report detailing a brief background, the sampling framework, methodology that will be used including proposed sources of data, data collection tools and data analysis. The report to include the description of the process to be undertaken and the time line of the tracer study,

First Draft Final Report containing all written deliverables,

Revised first Draft Final Report, incorporating suggestions and recommendations from the reference group. A second round of revision may be required before the final version of the Final Report can be produced, Final Report (one electronic copy in PDF Format and one in DOC format)
Duration of the Assignment:

The total duration for this assignment is 20 working days with effect from 7th- December 2017, This will include field work, one-day validation workshop, and finalization and submission of an acceptable final report of the study.
Qualification And Experience Of The Consultant

Post-graduate degree in Education (preferably specializing in TVET), Social Science or related field,

Minimum of 5 years relevant professional experience in research or tracer studies,

Strong experience in conceptualizing and implementing tracer studies within the context of TVET and preferably in the context of Somalia

Good understanding and experience in vocational skills training programs,

Strong experience in research that links TVET with youth wage and self-employment

Excellent communication and report writing skills in English

Computer literate,

A technical proposal with detailed response to the TOR, with specific focus addressing the scope of work, methodology to be used and key selection criteria.

Initial work plan based on methodology outlined, and indication of availability
