Tenders are invited for Work to Improve the Functioning of the Koumassi Digue Wastewater Pre-Treatment Station.

1. The Ministry of Sanitation and Sanitation has obtained funds under Debt Reduction and Development Contract (C2D) between France and Côte d'Ivoire and managed, on the French side, by the French Development Agency (AFD), to finance works to improve the operation of the station. pre-treatment of Koumassi Digue wastewater in Abidjan, and intends to use part of these funds to make payments under the Market resulting from this component.
2. The Ministry of Sanitation and Sanitation solicits closed bids from eligible candidates who meet the qualifications required to perform the following work in the Koumassi Digue pre-treatment station:
- The supply and installation of screens, wall valves, sand pumps, classifiers, grease pumps, degreasing turbines,
- Supply and installation of measurement sensors, probes, flow meters, samplers,
- Supply and installation of new cabinets electrical, wiring, automation and supervision for all equipment of the station,
- The supply and installation of a backup generator of 700 kVA,
- The construction of 3 electrical rooms.

Only single-company bidders or groupings of joint ventures will be accepted.
The contractual period of work is 8 months.
A preparatory meeting and a site visit will be organized by the Contracting Authority at the following locations and dates. A visit certificate will be given to the candidates present. Presence is mandatory in order to be qualified to submit an offer.

3. The award of the contract will be conducted by open invitation to tender as defined in the Code des Marches Publics Article 56, and open to all eligible candidates. The conditions of eligibility for AFD financing are specified in the Procurement Guidelines available on the website www.afd.fr.
4. 5. Qualification requirements include (see tender document for detailed information):
• have a minimum annual average turnover of commercial activities over the last five (5) years of five billion (5, 000, 000, 000) CFA francs.
• Have in the last ten (10) years successfully completed as a prime contractor at least three (03) projects of a nature and complexity comparable to the work specified in Section III of the Tender Documents.
• Have access to financing such as liquid assets, line of bank credits or pre-financing, other than the potential start-up loan of six hundred million (600, 000, 000 CFA francs).
• Have the essential equipment specified in section III - Evaluation Criteria of the Tender Documents.
• Have the necessary key personnel specified in section III - Evaluation Criteria of the Tender Documents.
• Have ISO certification or equivalent international standard:
- ISO 9001 quality assurance certification;
- ISO 14001 environmental management certification;
- OHSAS 18001 hygiene, health and safety certification.

6. 7. Tenders must be submitted to the following address: Urban Sanitation and Drainage Department, CSP-C2D-City Administrative Sanitation, Tower D 12th floor, Door 27, Tel: 20 21 81 54 at the latest 07/02/2019 at 10:00 GMT. 8.
