Expression of Interest are invited for Well Data Management.
In Liberia, operators arc mandated to deliver petroleum operations data to the government in its digital format - reports, logs or digital curve data (LAS, LIS or DLIS) which makes storage and management very convenient. Many countries, including Liberia have however understood that, by simply having the digital data from operators in its original state doesn't create a unified database; either for their internal use or for distribution to oil and gas companies that arc eager to explore and develop hydrocarbons.
In view of the aforementioned, you are therefore requested to direct all your queries to the National Oil Company of Liberia (NOCAL).
1. The National Oil Company of Liberia (NOCAL) seeks Expressions of Interest (EOI) from qualified companies for the Provision of Well Data Management Services.
2. NOCAL will undertake a competitive bidding exercise after receipt of the EOI, and will issue a Request for Proposal (RFP) only to qualified companies that have expressed their interest and provided initial relevant information demonstrating their ability to fulfill all requirements. Interested companies are required to complete the Company Response Form. Detailed Specifications will be provided to companies short-listed for the receipt of the solicitation document.
3. The EOl should specify relevant information about the company including the company's profile, capacity.'capability and experience, an indication of similar Contracts undertaken within the last five (5) years (if any) and copies of the registration certificate and licensees) of the company.
4. Please note that this Request for Expression of Interest (EOI) is not an invitation for submission of offers. Its purpose is to identify qualified companies that would he interested to participate in the solicitation when issued.
5. NOCAL reserves the right to change or cancel the requirements at any time during the EOI and/or solicitation process. Submission of a reply to this EOI does not guarantee that your company will be invited to participate in the solicitation when issued. Only companies deemed qualified upon completion of an objective evaluation of their EOI submission would receive the final lender solicitation documents.
