Context and justifications:
The Malagasy population is estimated at 22 million inhabitants, 76.50% of whom live below the poverty line, 54% of whom live in extreme poverty. Current data ranked Madagascar 155th out of 187 in terms of HDI (Human Development Index).
Madagascar is one of the countries that has a very low rate of access to drinking water (38.9%), hygiene and sanitation (50.1%) according to the results of the ENSOMD 2012 survey (Follow-up survey Millennium Development Goal). The disparity in access to drinking water persists between regions in Madagascar: the rate of access to drinking water varies from 14.8% in the Melaky region (one of the poorest regions) to 77.1% in the region. Analamanga region. There is also inequality according to the standard of living, more than 90.4% of the poorest population in Madagascar does not have access to improved drinking water sources and more than half of the population is looking for water in a river or lake or unprotected springs. The interior of urban areas in large cities, although generally served, presents unequal access for households depending on the geographical location of water networks. About 56.5% of the population is looking for water more than 30 minutes away. The water coming from the tap / public fountain is the most used by all the different classes.
In addition to this, Madagascar is the first country most exposed to cyclones in Africa, and the third country in the world most vulnerable to the effects of climate change. This problem of climate change, which is being felt in recent years, limiting the recharge of the water table because of the decrease in rainfall in the South and making the drilling depth more and more important, the intensity of cyclones affecting Madagascar will increase with a slight shift of trajectories to the North and often accompany abundant rainfall amounts. Even in the absence of cyclones, floods occur, destroying crops, property and infrastructure and silting up agricultural areas, exposing households to diarrheal diseases related to unsafe drinking water and poor sanitation.
In 2011 UNDP intervened in the water and sanitation sector in the development of the SDEAHs of the 3 Basin Agencies (AB) of the South (Central West, South East and South-West). The Master Plan for Water, Sanitation and Hygiene (SDEAH) is a strategic multisectoral guidance framework for the sustainable development of water resources in the regions concerned in order to meet the basic needs of the population and to ensure the economic and social development of these regions. It is, on the one hand, an adaptive reference instrument for all internal and external actors, who intervene or intervene in the water sector within these regions, and on the other hand, for the coming years., a major operational tool for the fight against poverty and for the sustainable development of these regions. This SDEAH is composed of a main document and 5 thematic files (one per sub-sector): rural hydraulics, urban and semi-urban hydraulics, agricultural and pastoral hydraulics, sanitation and other uses of water (industrial hydraulics, hydropower, tourism). Thus, the consultant will be in charge of conducting the update, the revision on the set of 3 SDEAH documents, the integration of the climate change dimension in the SDEAH, verification of the climate change component and setting with in coherence of the planning documents PSEAH (Plan Sectoriel of water, sanitation and Hygiene) in the course of finalization, PCDEAH (Communal Plan of development of the water, sanitation and Hygiene) and the development of the decrees on the implementation of the water code including a climate change perspective.

How can you make a difference?
Goal :
The overall objective of the consultant's mission is to analyze the available documents SDEAH, water code, sector plan PSEAH, PCDEAH and integrate the dimension climate change.

Specific
tasks to be accomplished: The specific tasks for this consultation are:



For all documents:
a) Organize a workshop or regional conference for the participatory identification of suggestions for the revision and for the validation of documents grouping by sub-sector the institutional actors and the civil society (users, private sector, associative movement, ...) within the regions concerned.
b) Organize a national workshop for the restitution and validation of documents bringing together institutional actors and civil society operating at the national level, as well as technical and financial partners (TFPs).

Methodology
As part of its technical proposal, the consultant will need to develop a detailed methodology and implementation schedule.
The consultant will organize field trips or meetings with relevant authorities and ministries to provide information necessary for the review of all documents.

Deliverables:
The deliverables expected by the consultant are as follows:

a) Brief technical description : the consultant should submit a technical brief on the details of the methodology including the update of the planning
b) Tools, survey protocol and questionnaires if necessary : The tools of the surveys and The questionnaires will be developed in consultation with UNICEF and partners. The protocol and tools should be submitted to UNICEF one week after the signing of the contract. (Field work plan, survey protocol, data collection mechanism, etc ...).
c) Revised documents :
- Provisional version submitted one week after the validation workshop for comments and feedback from UNICEF
- Final version submitted one week after receipt of the comments and recommendations compiled by UNICEF.
d) Power point presentation : based on the final report submitted at the same time with the final report.
All documents will be delivered in French.
To qualify as a defender for each child, you need:

The consultant will have to form a team in Madagascar under his direction and ensure the subcontracting mode. The team will be composed by multidisciplinary staffs according to the minimum criteria below:

- Head of mission (senior expert);
- 1 specialist Wash;
- 1 specialist in environment and climate change.

- At least a Master's degree (Bac +5) in one of the following fields: social sciences, economics, public health, hydraulics, sanitation or equivalent;
- Have proven experience in similar studies and knowledge of areas preferably with experiences in the WASH sector and the climate change component in Madagascar; at least one person on his team has significant experience in the WASH sector in Madagascar;
- Have at least 8 years of experience in positions of responsibility in international institutions / organizations;
- Have a confirmed experience in the study and the realization of field surveys of the sector WASH, the realization of audit of the infrastructures and socio-economic study is wished;
- Experience working with UNICEF and / or other UN agencies or bilateral agencies is desired;
- The consultant ensures coordination of activities and leads his team throughout the process;
- Excellent oral and written skills in French; knowledge of English is a plus.
