Tenders are invited for Utility Training Consultant for Liberia Electricity Corporation Training Center.
1. Background
The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Liberia (the “Government” or “GOL”) have entered into a Millennium Challenge Compact dated October 2, 2015 to help facilitate poverty reduction through economic growth in Liberia (the “Compact”) in the amount not to exceed Two Hundred Fifty-Six Million Seven Hundred Twenty-Six Thousand United States Dollars (US$256, 726, 000) (“MCC Funding”). Liberia’s Compact entered into force on January 20, 2016.
The goal of the Compact is to reduce poverty through economic growth. Specifically, the Compact seeks to address two binding constraints to economic growth currently existing in Liberia:
a) lack of access to reliable and affordable electricity, and
b) inadequate road infrastructure.
Under the Energy Project, the Compact covers funding for development of a training center at the Liberia Electricity Corporation (“LEC”) to fulfill the enterprise-level training needs of the company. The Compact will also provide support for a new Management Services Contractor (MSC) to improve the management of the LEC while building local capacity for the future sustainable management of the utility.
The Government, acting through Millennium Challenge Account - Liberia (the “MCA Entity”), intends to apply a portion of the MCC Funding to eligible payments under a contract for the LEC Training Center Activity.
2. The LEC Training Center Project Overview
Through support of international partners and donors and with the cooperation of the Government of Liberia, significant progress has been made in rehabilitating and reforming Liberia’s post – war electricity sector. The operations of Liberia Electricity Corporation (LEC) have been substantially restored after years of civil crisis and LEC currently supplies electricity to large populations in Monrovia and its suburbs. Consolidating this progress requires complementary investment in institutional capacity building and human resource development to address the technical skills gaps that currently exist within LEC. Accordingly, the Millennium Challenge Compact (MCC) supports the establishment of an enterprise – based training center at LEC.
MCC funding supports the following activities under the Training Center Project:
a) Construction of, and provision of equipment, tools and required logistics for the LEC Training Center. The LEC Training Center facility is proposed to be located on eight (8) acres of land at LEC’s Bushrod Island Complex, Monrovia and shall consist of an indoor area and an outdoor area for training on overhead lines and cables. The facility is intended to cater for a maximum of sixty (60) persons at any given time and the main building is proposed to include administrative offices, a library, three classrooms, a canteen and four training workshops.
b) Development of training curriculum in the following core areas:
i. Electrical and Mechanical Engineering covering;
§ Transmission and Distribution
§ Generation (Hydro-electric and Thermal)
§ Operation & Maintenance of power plants and electricity network
§ and other specialized trainings
ii. Training for the directors, instructors and management staff of the Training Center.
In March 2018, MCA-L contracted the services of a consultant (Azorom) to conduct (i) a desk review of similar enterprise-based electricity utility training centers and provide recommendations based on international best practices, (ii) an in-country needs assessment for LEC and (iii) to complete the necessary feasibility studies that will define the scope of the LEC Training Center Activity. Based on Azorom’s feasibility study completed in September 2018, the estimated construction cost for design/build of the training center is approximately USD $2.7 million.
