General Procurement Notice for User Awareness Campaign on Pollution Control.
The Government of the Republic of Chad has received a grant from the African Development Bank / African Development Fund to finance the Integrated Program for Development and Adaptation to Climate Change in the Niger Basin (PIDACC BN).
This Program has the following main objectives: The overall objective of the Program is to contribute to improving the resilience of the ecosystems of the Niger River and of populations through sustainable management of natural resources. Specifically, the Program aims to (i) preserve the ecosystems of the basin, in particular by reducing the silting up process of the Niger river; and ii) improve the resilience of production systems and populations.
PIDACC activities will be carried out in the national portion of the Niger basin in general and in particular in the Provinces of Mayo-Kebbi-Ouest and Mayo-Kebbi-Est, which cover six (6) Departments and twenty (20) Communes.
The program revolves around three components, in particular: (i) Development of the resilience of ecosystems and natural resources; (ii) Development of the resilience of populations; and (iii) Program coordination and management
The acquisitions of goods (including services other than those of consultants), works financed by the Bank within the framework of the Program, will be carried out according to the Procurement System of Chad (SPM) ("National System") embodied by decree n ° 02417 / PR / PM / 2015 of 17 December 2015 from which the "Public Procurement Commission" (CMP) and by means of the National Standard Bidding Documents (DNSAO) as well as the decrees relating to the public order and in accordance with the evaluation report.
Consultancy services will be procured in accordance with the Procurement Framework for Operations financed by the Bank Group, October 2015 edition and in accordance with the provisions set out in the Financing Agreement.
