Tender Details

Tenders are invited for Upgrading and Standardization of NPDC Warri Jetty Warehouse, Edjeba Storage Location and Chemical Warehouse in Warri
The scope of works for the Upgrading and Standardization of NPDC Warri Jetty Warehouse, Edjeba Storage Location and Chemical Warehouse in Warri shall include all works and services necessary for and incidental to but not limited to the following:
(1) Technical documentation, re-organization, re-arrangement and inventories of all pipes and materials in the warehouse and storage locations.

(2) Map out storage locations into areas and zones for storage of materials and pipes belonging to various JVs. OMLs or Assets for proper inventory management.

(3) Identify, segregate and demarcate pipes and materials belonging to various JVs, OMLs or Assets.

(4) Establish the NNPC manual inventory management system as a backup measure to SAP that will be deployed.

(5) Concrete or Cement an area approximately 108.759 sq (m2) square metres at the Edjeba storage locations,

(6) Build base support for line pipes at the Edjeba storage location.

(7) Appraise NPDC codification system

(8) Determine and fix unit price for each line item constituting NPDC stock holding,

(9) Create Materials Master Date for SAP

(10) Impute SAP code into the SAP System

(11) Develop Standard Operational Procedures.

(12) Develop Procedural framework on which to establish Service Level Agreements (SLAs) for services rendered by the Warehouse to joint venture companies, OMLs and other Assets,

(13) Carry out structural integrity test and renovation of the warehouse building,

(14) Train Warehouse and SCMD Staff on the use of the proposed re-modelled warehouse.

(15) Make Provision for CASHES.
3.0 MANDATORY/FRE-QUALIFICATION REQUIREMENTS:

To qualify for consideration and in line with the Nigerian Content Development Policy, interested Companies or consortia [which may comprise both Original Equipment Manufacturers/suitable Multinationals and Nigerian/indigenous service providers) are required to submit the under-listed documents. Failure to submit any of the under-listed documents for each member in the case of consortia may result in disqualification of the individual member and entire consortium:

(i) Full details of Company profiles, including details of ownership of each alliance member if Contractor is a consodium or alliance.

(ii) For a tendering consortium or alliance, evidence of legally binding agreements or Memorandum of Understanding (MOU) between members of the consortium, providing detailed listing of the specific(s) of services that each member of the consortium will be primarily responsible for or assigned within the overall tender work scope.

(iii) Copy of Department of Petroleum Resource (DPR) registration certificate in relevant area.

(iv) Evidence of registration with Nigerian National Petroleum Corporation (NNPC)/ Nigerian Petroleum development Company (NPDC) or any other Strategic business Unit (SBU).

(v) Documentary evidence of incorporation as a limited liability company in appropriate jurisdiction as well as evidence of registration to conduct business in Nigeria,

(vi) Current income tax clearance certificate.

(vii) Evidence of financial capability, company’s financial details and audited account over the last three (3) years (Audited Account Report shall be from a registered Accounting firm).

(viii) Organisation Structure, available manpower with a list of key professional staff with their CVs. CVs shall be those of key personnel that would work on this project and who are key to the successful execution of the work, detailing educational and experience level and industrial certification attained.

(ix) Provide in details Company’s Health, Safety. Environment & Security Policy and management Systems including evidence of any internationally recognised accreditation (e.g. ISO Certification).

(x) Provide Security and Community Relations Management proposal, giving in detail how your company has successfully handled Security and community elated issues in the past and proposed to do so for the said project.

(xi) Details of company’s QA/QC programme, including evidence of any internationally recognised accreditation (ISO 9000).

(xii) Evidence of post relevant experience and successful performance in the provision of similar service,

(xi) Any additional information that may enhance the potential of the company.

(xiv) To be eligible for this Tender exercise, interested companies are required to be registered with NNPC/NPDC for this category of service. Successfully pre-qualified suppliers in this category will receive Invitation to Technical Tender (ITT).

(xv) To be eligible, all Tenderers must comply with the Nigerian Content requirement as contained in item 4 below,
4.0 NIGERIAN CONTENT REQUIREMENTS:

As requested by the Nigerian Oil & Gas Industry Content Development Act 2010, each Contractor will be required to:

(1) Demonstrate that the entity proposed for execution of the service, is a Nigerian Registered Company, or Nigerian Registered Company as the contracting entity in genuine alliance or joint venture with foreign company with details on scope and responsibilities of parties for this work. Such companies must show evidence of joint venture binding agreement duly signed by the CEO of both companies including evidence or plans of physical operational presence and set-up in Nigeria.

(2) International or multinational companies working through o Nigerian subsidiary must demonstrate that a minimum of 50% of equipment to be deployed for execution of the work shall be owned by the Nigerian subsidiary by providing a list of equipment for this tender and including those that will be owned by the Nigerian subsidiary.

(3) Furnish details of company ownership and shareholding structure with photocopies of Forms CAC2 and CAC7.

(4) Provide evidence of what percentage of its key management positions are held by Nigerians and what percentage of the total work force are Nigerians. And also show overall percentage of work to be performed by Nigerian resources relative to total work volume.

(5) Provide a Nigerian Content Plan with detailed description of the role, work scope, man-hours and responsibilities of ail the Nigerian companies and personnel that will be involved in executing the work also provide details of Nigeria Content focal point or manager

(6) State proposed total scope of work to be conducted by Nigerian personnel (whether contracted directly or under subcontract agreements) with names and addresses including evidences of well-equipped offices and workshop.

(7) Provide detailed plan for staff training and development.

(8) Provide detailed description of the location of in-country offices.

Interested Companies are to note that pursuant to NPDC (NNPC) and Federal Government Policy to provide opportunities for Nigerian contractors and the development of local expertise, all the applicants must comply fully with the NOGICD Act to give preference to Nigerian companies or foreign companies with Nigerian affiliate and local ownership, which demonstrate willingness to execute the project to the satisfaction of the Nigerian Content requirements and guidelines. Each applicant is enjoined to avail themselves of the requirements of the Nigerian Oil and Gas industry Content Development (NOGICD) Act for full compliance.

The Nigerian Petroleum Development Company Limited (NPDC) on behalf of the Joint Venture partners is committed to fully comply with the requirements of the NOGICD Act. In maximizing the local content of this project, pre-qualifiers are requested to give full details of their strategy for the local content implementation in order to comply fully with the law.

In compliance with NOGICD Act requirements for Research & Development therefore, the following should be noted:

(I) All Operators or project promoters in the Oil and Gas industry launching service contracts or other applicable projects with completion period of 12 months and above shall provide R&D implementation arrangement with at least one applicable R&D cluster approved by the Board as part of the Operator’s Nigerian Content Plan for the project or service. The arrangement shall be in the form of a Memorandum of Agreement (MOA) and indicate how the Operator will deploy the Cluster for any R&D requirements during the contract phase and the first five years of the service life of the field, facility or plant.

(II) All Operators are to include in their ITT documents, a requirement that any service company bidding for such a project shall submit as part of Nigerian Content requirement, a signed MOA between it and one of the R&D Clusters relevant to the project. All service companies are required to sign an MOA with any of the research Clusters, The MOA shall indicate how the service company intends to use the relevant research Clusters during project execution to the satisfaction of the Board. The MOA shall form part of the documents to be reviewed at technical evaluation stage

All successfully pre-qualified companies will receive Invitation to Tender (ITT) document for the Technical tender of the Service-

Contract Strategy:

The Strategy is to engage the services of a contractor to execute the services on a one-off basis for a without the option for extension. Following this Advertisement, companies will be evaluated and ranked based on their performance. Contract shall be awarded to the lowest evaluated responsive bidder. The Scope of works will be divided into three (3) packages and all pre-qualified companies will be required to submit both technical and commercial proposals for ALL the three (3) packages. No company will be awarded more than one (1) package.
PACKAGE 1

(A) DEVELOP STANDARD OPERATIONAL PROCEDURE

Develop Standard Warehouse Operational Procedures in hand book for all Departments. Sections and Units of the Supply Chain management of NPDC. This will include the Warri, Port Harcourt and Egbema warehouses. The Standard Operational Procedures shall be in conformity with NNPC Policy and Procedures on Supply Chain Management and shall cover four (4) sections which include the following:

(I) Warehouse Section,

(II) Receiving,

(III) Procurement

(IV) Stock Control

(B) DEVELOP AND ESTABLISH APPROPRIATE INVENTORY FORMS, DOCUMENTS AND RECORDS

Design and develop documents, forms and records such as:

(I) Materials Receipt Vouchers

(II) Materials Issue Vouchers

(III) Materials return Voucher

(IV) Materials Transfer Voucher

(V) Stock Record card

(VI) warehouse Tags

(VII) Materials Testing and Inspection note

(VIII) Chemical, Gases, Lubrication Oil and Greases Materials Receipt Voucher register

(C) DEVELOPMENT OF PROCEDURAL FRAMEWORK FOR EXECUTION OF SERVICE LEVEL AGREEMENT

The Service Level Agreement will be between NPDC and such other Assets as OMLs 26, 30, 34, and 42 for services the warehouse rendered by storing their pipes and materials. The Consultant shall draw up procedural framework tor materials and pipes reservation services as present 1o NPDC Legal Division for review.
PACKAGE 2

CONCRETE OR CEMENT AN AREA APPROXIMATELY 98.759 SQ (M2) SQUARE METRES AT THE EPJEBA LOCATION AND STRUCTURAL RENOVATION

(I) Part of the Edjeba line pipes storage locations has not been floored or cemented. There is need to concrete the area which is approximately 108.759sq (m2) square metres to reduce the degree of rust that may occur due to oxidation.

(II) Carry out structural integrity check on the warehouse building

(III) Plaster cracked areas round the building

(IV) Fix ceramic tiles round the building to resist water whenever it rains

(V) Carry out sectional replacement of the warehouse building leaking roof

(VI) Install air-conditioners in the warehouse

(VII) Provide office furniture for warehouse staff

(VIII) Provide dining table and chairs for staff

(IX) Point the warehouse buildings (Materials, Chemical, ICT and Security booth)

PACKAGE 3

(a) PROVISION OF BASE SUPPORT FOR LINE PIPES AND MATERIAL AT THE WARRI JETTY WAREHOUSE, CHEMICAL WAREHOUSE AND THE EDJEBA STORAGE LOCATIONS

(I) This will involve the replacement of existing racks with steel adjustable and static shelves of modern rack formation. This will prevent damage and corrosion of pipes

(II) At the Edjeba storage location, a shade will be built over the racks to prevent rust that may occur due to moisture.

(b) CODIFICATION, RE-ORGANOZATION, RE-ARRANGEMENT AND INVENTORIES OF ALL PIPES AND MATERIALS IN THE WAREHOUSE AND EDJEBA STORAGE LOCATIONS

(I) Carry out technical documentation of all line pipes and materials at Warri Jetty Warehouse and the Chemical Warehouse.

(II) Carry out technical identification, documentation of all line pipes at the Edjeba storage locations.

(III) Re-organize all line pipes and materials

(IV) Re-arrange all line pipes and materials

(V) Take inventory of all line pipes and materials

(VI) Take inventory, re-arrange and codify all line pipes and materials at the Jetty Warehouse open stock yard.

(VII) Segregate the Warri Jetty Warehouse into Zones, Rows, Sub-rows, Bins and Areas.

(VIII) Segregate, demarcate and re-arrange all line pipes, casings and other materials at the Jetty Warehouse, Edjeba Storage Locations and Chemical Warehouse to reflect different owners such as OMLs 26, 30, 34, 42 and NPDC core.

6.0 ADDITIONAL INFORMATION:

(1) All costs incurred in preparing and processing and responding to this Tender Opportunity shall be to the Contractor’s own account.

(2) This Advert shall neither be construed as any form of commitment on the part of NPDC to award any contract to any Contractor and or associated contractors, sub-contractors or agents, nor shall it entitle Prequalified Contractors to make any claims whatsoever, and/or seek any indemnity from NPDC and/or any of its partners by virtue of such Contractors having been pre-qualified.

(3) The tendering process shall be undertaken in accordance with the NNPC contracting process in compliance with Public Procurement Act 2007

(4) NPDC will communicate only with authorised officers of the qualifying Companies at each stage of the Tender process, as necessary, and will NOT communicate through individuals or appointed Agents.

(5) Please note:

Notwithstanding the pre-qualification. NPDC is neither committed nor obliged to include any company on any bid list or to award any form of contract to any company and/or associated companies, sub-contractors or agents.

Only pre-qualified companies in the appropriate service/supplier Categorisation shall be invited to submit technical tender.

NPDC will not enter into correspondence with any company or individual on why a company was short-listed or not short-listed.
