Tenders are invited for Upgrade of Internet Bandwidth.
1.0 BACKGROUND AND CONTEXT
The National Institute for Legislative and Democratic Studies (NILDS) is an organ of the National Assembly established by an Act of Parliament in 2011. It promotes and reinforces the constitutionally assigned roles and functions of parliamentary institutions through research, advocacy, teaching, networking and other related activities. The institute hereby invites experienced and competent contractors/suppliers to submit bids for the following goods and services under its capital budget 2019.
3.0 EVALUATION CRITERIA
All bids must be accompanied with the following,
(a) Evidence of registration with the Corporate Affairs Commission (certificate of incorporation, forms CAC 02 and 07).
(b) Evidence of Tax clearance certificate for the last three (3) years (2016, 2017, 2018) valid till 31st December 2019;
(c) Evidence of compliance with Pension Act issued by the National Pension Commission PENCOM Registration certificate valid till 31st of December 2019;
(d) Evidence of currant Industrial Training Fund (ITF) and Nigerian Social Insurance Trust Fund (NSITF) compliance certificate valid till 31stDecember, 2019;
(e) Evidence of Registration on the Notional Database of Federal Contractors, Consultants and Service Providers by submitting interim Registration report (IRR) expiring on 30/6/2019 or certificate issued by BPP;
(f) Immediate past three years audit accounts of the company (2016, 2017, 2018)
(g) Evidence of financial capacity backed by submission of reference letter from a reputable commercial bank in Nigeria. Indicating willingness to provide credit facility for the execution of the project when needed.
(h) A sworn Affidavit disclosing whether or not any officer of the relevant committee of the Notional Institute for Legislative and Democratic Studies (NILDS) or the Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
(i) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letter of awards, job completion certificates;
(j) Company profile with the curriculum vitae of Key staff to be deployed for the project including copies of their academic/professional qualifications
(k) All documents for submission must be transmitted with a covering/ forwarding letter under the Company/Firm’s Letterhead paper bearing amongst others, the Registration number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone number (preferably GSM number) and email address. The Letter headed Paper must bear the names and Nationalities of the Directors of the Company at the bottom of the page duty signed by the authorized officer of the firm/company.
4.0 COLLECTION OF BIDDING DOCUMENTS
Interested companies are to collect the Standard Bid documents from the office of the Secretary Procurement, National Institute for Legislative and Democratic, studies No.14 Danube Street off IBB way Maitama district Abuja at no cost.
5.0 SUBMISSION OF BID DOCUMENTS
Bids are to be enclosed in two (2) separate envelopes clearly marked “TECHNICAL BID” and “FINANCIAL BID” Thereafter put the two sealed envelopes together in a bigger sealed envelope addressed to The Director General, National Institute for Legislative and Democratic Studies (NILDS) 18/20 Danube Street Maitama, Abuja not later than 12:00noon on 12 August 2019.
6.0 OPENING OF BID
The technical bid will be opened immediately after the deadline for submission at 12:00noon on 12 August 2019 in the DG’s conference room at No. 18 Danube Street off IBB Way Maitama District Abuja in the presence of bidders or representatives
7.0 GENERAL INFORMATION
(a) Bids must be m English Language and signed by an official authorized by the bidder
(b) Bids submitted after the deadline for submission would be returned unopened
(c) All expenses incurred by the bidder in the process of responding to this advert shall not be the institutes liability;
(d) Pre-qualified bidders will be contacted at a later date for financial bids opening while financial bids for financial bids of unsuccessful bidders will be returned unopened.
(e) The NILDS is not bound to pre-qualify any bidder and reserve the right to annual the procurement process at any time without incurring any liability in accordance with Section 28 of the Public Procurement Act 2007.
