UNDP-MDG-00815 RECRUITMENT OF AN (INDIVIDUAL) CONSULTANT TO SUPPORT IN THE IMPLEMENTATION PROCESS OF THE INNOVATION CHALLENGE IN INCLUSIVE INSURANCE IN MADAGASCARCountry: MADAGASCAR Mission description: CONTEXT Madagascar is among the countries most exposed to climatic and socio-economic risks in Africa, including cyclones, floods, drought and recurrent economic shocks. These hazards considerably weaken populations, particularly low-income households, farmers, fishermen, micro, small and medium enterprises (MSMEs), as well as women and youth whose financial resilience remains limited. The insurance sector, although essential to strengthening the resilience in the face of these shocks, remains underdeveloped in Madagascar. The insurance penetration rate remains below 2% of GDP, reflecting low access to suitable and affordable insurance products. The products available are often concentrated on the formal and urban segments, leaving the majority of households, informal workers and small businesses without adequate coverage or financial protection. The main challenges identified include a weak insurance culture at the within the population, a regulatory framework still evolving, a lack of technological product innovation and geographical coverage restricted to urban areas, and an absence of products adapted to...
