UNDP-MDG-00587 Recruitment of a cabinet for gender analysis, the development of the gender action plan and the complaint management mechanism I. context Madagascar, the fourth largest island in the world, is characterized by a unique biodiversity and climate diversity ranging fromwet regions with semi-arid areas. However, this natural wealth is seriously threatened by climate change, deforestation and excessive dependence on traditional energies, including wood-energy. The country is exposed more frequently to tropical cyclones, the risesea ​​level, and increased variability in precipitation. These phenomena exacerbate existing environmental problems, such as soil leosion, desertification and loss of biodiversity. On the energy plan, in 2022, the rate of electricity in Madagascar Sereve to36.1%, with notable differences between urban (10.9%) and rural (71.6%) areas in 2022 (World Bank data). Lelectricity represents only 3% of the energy mix, biomass dominating consumption final denergy at 79% in 2017.
