The World Bank Southern Africa Regional Trade Facilitation (Sartf) Project is a Technical Assistance Support Program that Aims to Aid Trade Facilitation Reforms in the Sacu Region. The Program is Working with the Governments of Eswatini; Lesotho and South Africa; And with the Sacu Secretariat to Support Priority Initiatives as Per National and Regional Strategic Plans and commitments.the Objective of this Study is to (I) Identify Specific Barriers that Importers and Exporters in Lesotho are Facing in Cross-Border Trade of Horticultural Goods through the Collection of Data from Surveys; Structured Interviews and Multi-Stakeholder Workshops (e.g.; Lack of Value Chain Finance; Logistical and Infrastructure Challenges; Restrictive Tariffs or Duties; Border and/or Port Congestion; Export Compliance; Etc.) and (Ii) Propose a Set of Recommendations and Initiatives that can be Implemented to Address These Barriers. The Findings will be Used to Inform the Government of Lesotho on How to Improve Trade Facilitation within the Horticulture and Related Sectors. Although Horticulture Exporting is Just Beginning in Lesotho; The Study Recommendations should Assist the Government to Put in Place the Foundation for Efficient Exporting in Anticipation of a Growing industry.the World Bank is Seeking to Engage a Consulting Firm to Implement and Oversee All Aspects of the Research Design; Data Collection (from Surveys and Structured Interviews); Data Analyses; Stakeholder Workshop Preparation and Execution; And Report Preparation.
