TheGovernment of The Gambia has received a grant from the World Bank (IDA) to supportthe connectivity of The Gambia on the AfricanCoast to Europe (ACE) as part of the West African Regional Communication Infrastructure program(WARCIP).
The Gambia will connect to the ACE project, which is anticipated to be an approximately 17, 000 kmsubmarine cable system, connecting South Africa toEurope and potentially connecting up to 24 countries including a landing stationin The Gambia, which will serve as an international telecommunications gateway. TheProject Implementation Unit of West Africa Regional Communications Infrastructure Programme (WARCIP) therefore wishes to recruit anindividual consultant to carry out an assessment of taxation on the telecoms sector in The Gambia.
The aim of the study is to investigate the impact of the various taxes and levies(central and local) on the ICT sector in the Gambia. The study specifically isto: Assess the Gambia tax and levies (central and local) policieswith particular interest to the ICT sector;Assess the structure and levels of tax and levies (central andlocal) in the cost structure of the ICT sector;Explore the options of harmonizing LocalGovernment Rates tocomplement Universal Service obligations;Compare tax policiesin the ICT sector in relation to othersectors in the GambiaAssess the impact of tax and levies related price increase onpenetration, traffic volumes, investment, and total turnover of operators and by extension on consumers;Explore and Evaluate the impact of tax incentives (tax breaks) given to new entrantsSimulate a scenario of how modest adjustments in tax andlevies rate can impact ICT tariffs, the sector and the economy as a whole 1 Scope of Work The scope of work for the consultancy will be to: Provide aninitial benchmarking and analysis of tax rates and levies ICT sector across some selected sample countries with similar socialandeconomic features; Providebenchmarking and analysis of tax rates and levies across the ICT sector in the industry in the Gambia; 2 Time Schedule The totaldurationof the assignment is estimated to last 12 weeks after the commencement of the assignment. 3 Qualification and Experience Theindividual consultant must possess the following qualifications and experience: A Masters degree in Accounting, Finance, Economics, Law, Engineering or related field.Specific and extensive experience in the assessment of the impact of macroeconomic policies such as taxationon business performance.The consultant should provide information on previous assignments similar to the one requested under thisassignment SELECTION METHOD:Shortlisted consultants will be selected on the basis ofExpressions of Interest submitted; selection shall be based on the Individual ConsultantSelection method in accordance with the guidelines "Selection and Employment of Consultants UnderIBRD Loans And IDACreditsll be submitted to the undersigned on 15 September 2015, at 12:00 GMT, clearly marked"Request for Expression of Interest (EOI) Consulting Services for the Assessment of Taxationon the ICT Sector in The Gambia.
