Tenders are invited for Consultancy - Agro-Equipment.
Introduction:
The Liberia Agribusiness Development Activity (LADA) is being implemented by Cultivating New Frontiers in Agriculture (CNFA) and is supported and funded by the United States Agency for International Development (USAID) under the auspices of the US Feed the Future (FTF) Program. The LADA activity takes place in four counties Bong, Nimba, Lofa & Upper Montserrado and focuses on three components, namely:
C1: Increase private sector investment in agriculture inputs
C2: Increase private sector investment in post-harvest handling support, packaging, marketing, storage and auxiliary services,
C3: Strengthened facilitation, market information, advocacy and support LADA works to catalyze increase private sector investment and commercial finance to agribusiness sector and expand commercially sustainable linkages between consumers, producers and post-harvest enterprises. LADA is designed to provide broad support to agricultural development and food security initiatives at the community and national levels in Liberia. It supports forging partnerships with the private sector to leverage resources and maximize impact in support of its development efforts. The activity supports USAID/Liberia IR 2.1: Food Security Enhanced, including Sub IR 2.1.2: Agricultural Sector Growth Supported, Sub IR 2.2: Selected Value Chains Strengthened and IR 2.3: Enabling Environment Supports Private Sector Growth.
Project Statement:
To increase sustainability and enhance implementation, CNFA is working with various partners in Liberia who activities align with LADA objectives. Some of these partners are the Business Startup Center (BSC Monrovia), the Consortium of Business Development Service Providers, the Central Agricultural Research Institute (CARI) and the Ministry of Agriculture, which by use of their professional contacts and well-organized structures are considered as key CNFA implementing partners and professional entities with the requisite set of skills, knowledge, and expertise to contribute in attaining the overarching objectives of LADA. Specifically, these partners along with CNFA/LADA staff are supporting the development of selected agricultural value chains in Liberia including rice, cassava, horticulture/vegetables, fisheries/aquaculture and cocoa. However,
In line with its commitment to increase private sector investment in post-harvest handling support, packaging, marketing, storage and auxiliary services, a $3 million segregated CoInvestment Fund (CIF) was created within the LADA activity to provide matching investment grants for private sector investment along the rice, cocoa, horticulture, cocoa and aquaculture value chains. LADA financing through the CIF focuses on investment projects in the areas of agricultural processing, and not production. In order to ensure that LADA’s CIF promotes buy-in from beneficiaries and ensures long-term sustainability, the selection criteria for recipients have been carefully crafted with a focus on the strengthening of agro-dealers, processing, service providers, small-scale storage and processing enterprises, and medium-scale storage and processing enterprises. Successful applicants demonstrate market demand for their produce at a local level.
A number of the more sophisticated rice and cassava millers as well as vegetable aggregators in Bong, Montserrado, Nimba and Lofa counties are currently receiving CIF financing to procure new line of equipment, upgrade their facilities and strengthen business operations. In order to ensure that the equipment needs of these beneficiary enterprises are properly identified and the appropriate type of agro-equipment are procured, installed and put into effective use, CNFA/LADA under a short-term consultancy framework requires the engagement of a local professional with the requisite skill set and competency to support these efforts under the CIF to achieve LADA goals.
