3. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Procurement Regulations for Investment Project Financing – July 2016 Revised August 2018 (Procurement Regulation for IPF), and is open to all eligible bidders as defined in the Procurement Regulation. In addition, please refer to paragraphs 2.2a of Annex IV of this procurement Regulations setting forth the World Bank’s policy on fraud corruption, conflict of interest and collusion.

4. Interested eligible bidders may obtain further information from 10:00 am to 4 Mondays to Fridays, excluding public holidays during office hours at the address give below.

5. A complete set of Bidding Documents in English may be purchased by interested bidders upon payment of a non-refundable fee N15, 000.00 Fifteen Thousand Naira only Kano State Nigeria Erosion and Watershed Management Project (ON-NEW MAP: the Bidding Documents will be collected by the representative of the Bidder.

6. Bids must be delivered to the address below at or before 12 Noon, Thursday December 10th 2019. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives, who choose to attend in person at the address below at 12 Noon, Thursday December 10th, 2019.

7. All bids must be accompanied by a Bid Security for each individual lot as indicated in the table above. Interested Bidders can bid for one or more lots

8. ELIGIBILITY REQUIREMENT (MANDATORY)
To be eligible for bidding exercise, interested, experienced and competent contractors that wish to be considered for any of the project listed in Lots 1, 2 and Lots 3 above required to submit the following documents for prequalification of expression of interest (EOI)
i. Evidence of previous supply (sale) of similar Equipment proposed for the last 5 years
ii. Provide evidence of firm’s corporate registration in Nigeria or overseas.
iii. Audited Financial Statements for the last 5 years to demonstrate the financial capability of the Bidder in terms of Profitability and adequate working capital.
iv. Have a minimum of Two (2) similar supplies of at least N187.9m ($612, 263 for Lot 1, N110.7m ($360, 662) for lot 2 and N71.4m ($232.715) for Lot 3 that have been satisfactorily or substantially completed as prime supplier between January 1 2014 and the submission deadline. The qualifying contracts must be in hydromet equipment or related to the assignment
v. Minimum average annual turnover in supply of at least N250.6m ($816, 350) for Lot 1, N147.6m ($480, 882) for lot 2 and N95, 2m ($310, 287) for Lot 3in the last Five (5) years
vi. Have liquidity and/or evidence of access to or availability of confirmed positive credit facilities of not less than N125.3m($408, 175) for Lot 1, N73.8m ($240, 441) for lot 2 and N147.6m($155, 143) for Lot 3
vii. Evidence of manufacturers authorization
viii. After Sales services facility centre in Nigeria

9. A pre-bid conference will be held at the office address below on Thursday November 28, 2019 which is two weeks before bid opening by 12noon to allow potential bidders to seek clarifications on the bidding documents
