Expression of Interest for The Recruitment of An International Gender Consultant for The Regional Directorate for Central Africa
1. the African Development Bank (adb) Hereby Invites International Individual Consultants to Express Their Interest as A Gender Expert for Central Africa.
2. the Services Provided Under This Recruitment Are:
• Participate in Operational Missions and Drafting of Project Documents to Promote the Implementation of The Bank's Gender Strategy and Raise the Level of Analysis of Aspects of Gender-Related Programs and Projects;
• Collaborate with Project Leaders to Ropose Categorization of Projects Under the Gender Project Categorization System and Fulfill the Necessary Conditions According to The Category;
• Work with Project Leaders to Develop Innovative Approaches to Autonomous Projects for Women's Integration Into the Development Process and Projects with Gender Equality Components;
• Assess the Potential Impact of Propsed Projects on Gender Equality; Perform Assessments and Analyzes and Propose Mitigation Measures;
• Contribute to The Development of Indicators for Monitoring the Impact of Bank-Supported Projects on Gender Equality;
• Analyze Current Projects in Terms of Their Impact on Gender Equality and Propose Corrective Measures Where Appropriate;

• Participate in Country Team Meetings, to Ensure that The Gender Dimension Is Taken Into Account;

• Act as A Peer Evaluator of Projects to Improve the Quality of Gender Mainstreaming.

• Propose Innovative Initiatives to Promote Gender Equality in The Central African Region.

1. Background and Justification

the Bank's Gender Strategy (2014-2018) Investing in Gender Equality for Africa's Transformation ", Its Main Objective Is to Materialize the Bank's Commitment to Gender Equality, Such as Set out In the Ten-Year Strategy 2013-2022. the Gender Strategy Guides the Bank in Effectively Integrating Gender Equality Into Its Operations and Promoting Gender Equality in Africa. to This End, the Bank Contributes to Inclusive Growth and Social Progress by Expanding Opportunities for Women and Men to Participate in And Benefit from Wealth Creation.

the Strategy Is Anchored in The Bank's Overall Vision of Supporting Africa's Transformation Into a Competitive, Diversified, Integrated and Prosperous Continent, Fully Engaged in Global Trade and Investment - a Continent Whose High-Quality Growth Creates More Opportunities for Growth. This Strategy Aims to Strengthen Gender Mainstreaming in The Bank's Priorities, Namely 5 Priorities: Enlighten and Fuel Africa, Feed Africa, Industrialize Africa, Integrate Africa and Improve the Quality of Life of African People.

in August 2017, the Bank's Executive Board Approved the Gender Marker System (scgp ), in Response to The Need to Strengthen the Bank's Approach to Gender Mainstreaming. in Operations. the Objective of The Scgp Is to Systematize Gender Mainstreaming in Bank Operations as Well as Its Effective Monitoring and Evaluation in The Bank's Top Five Priorities.

It Is Expected that At Least 30% of All Projects Under Development in 2018 Will Be Categorized and Meet the Requirements of The Scgp. in Order to Implement the Scgp and To Do This, to Improve the Quality of The Integration of Gender in Its Operations, the Regional Office for Central Africa (rdgc), Recruits a Consultant, Expert in Gender, to Support Operations in The Field of Gender.

2. Main Activities and Deliverables

Under the Supervision of The Rdgc2 Division Manager, the Consultant Will Mainly Carry out The Following Activities:

• Participate in Operational Missions and Drafting of Project Documents to Promote the Implementation of The Bank's Gender Strategy and Raise the Level of Analysis of Aspects of Gender-Related Programs and Projects;

3. Selection Criteria (including the Required Skills, Knowledge and Experience)

• Hold at Least a Master's Degree or An Equivalent Degree in Studies on Gender, Rural Development, Social Development, Social Sciences or Related Fields;

• Have at Least Ten (10) Years of Professional Experience in The Areas of Gender Analysis and Advocacy; Impact Assessment on The Promotion of Gender Equality and / or The Design / Implementation of Projects Promoting Gender Equality and Development Projects;

• Having an Effective Understanding of Regional Social Issues and Knowledge of The Practices of Development Agencies of Key Bilateral and Multilateral Partners Would Be an Advantage;

• Ability to Work Independently, Be Creative and Innovative; Be Honest and Fit to Work in A Team;

• Have Proven Experience in Participatory Approaches to Include in Projects the Needs of Disadvantaged Groups, Especially Women;

• Have Experience in Environmental and Social Impact Studies in The Context of Development Projects and Especially Social Issues (project Categorization, Resettlement ...);

• Have Excellent Written and Oral Communication Skills in French, with A Working Knowledge of English.

4. Management / Supervision and Report

the Consultant Will Submit a Monthly Report Detailing the Activities Performed and The Status of Each Activity; to Submit to The Deputy Director General of Central Africa.

5. Duration and Address of The Consultancy

the Consultancy Is Six Months (6), with Possibility of Renewal, from The Date of Signature of The Contract. the Consultancy Is Based in Abidjan, Côte D'ivoire, but Requires Field Missions in The Countries of Central Africa.
