Meck-Moroni (MM) has obtained funding amounting to 2.9 million United States Dollars (USD) in the form of a loan and grant from the Islamic Solidarity Fund for Development ( FSID) of the Islamic Development Bank Group (IDB) to finance the Youth Entrepreneurship Support Project (YES-Com) and intends to use part of this funding to make payments for the acquisition of goods and consultant services required for this project.

The project will include the following components:

• Component I: Financing lines for Micro, Small and Medium Enterprises (MSME), in the form of revolving funds

a) Line of financing of individual Microenterprises: creation or extension / development requiring an investment in equipment, goods / moments and working capital not exceeding USD 1, 000;

b) Line for investment financing for groups focused on investment programs in promising value chains.

• Component II: Consulting services in Economic Capacitation of young entrepreneurs and institutional capacity building in Islamic Microfinance

The objective of this component is to strengthen the capacity of the MM in the field of Economic Capacitation of young entrepreneurs through Islamic Microfinance by providing it with the necessary expertise with the appropriate technological tools. For this, the consultant will be responsible for supporting the MM in the development of all the studies and tools necessary to propose a complete offer to potential beneficiaries.

• Component III: Support to the Project Management Unit (PMU) and to project governance

This component aims to ensure adequate management and governance of the Project and covers in particular:

1. The constitution of the Project Management Unit (PMU) and the supply of logistical needs required for proper functioning;

2. The constitution of the Management Committee and the Technical Committee;

3. Establishing the financial audit of Project activities and Special Account transactions.

Acquisitions financed by the Islamic Development Bank will be carried out in accordance with the “Guidelines for the acquisition of Goods, Works and related services within the framework of Projects financed by the Islamic Development Bank” (new edition, effective from April 1, 2019 and available on the Bank's website) and are open to all eligible bidders, as defined in these Directives.

The acquisitions of consultant services will be carried out in accordance with the “Guidelines for the acquisition of Consultant Services in the context of Projects financed by the Islamic Development Bank” (new edition, effective from April 1, 2019 and available on the website of the bank) .
