CONSTRUCTION WORKS OF A SOLAR PHOTOVOLTAIC SOLAR POWER PLANT (CSP) OF 20 MWp IN BISSAU AND OF TWO MINI CSP OF 1 MWp AT GABU AND CANCHUNGO IN THE REPUBLIC OF GUINEA-BISSAU

1. The Republic of Guinea-Bissau has requested and obtained funds from the West African Development Bank (BOAD) to finance the project to build a photovoltaic solar power plant (CSP) with a capacity of 20 MWp and two 1 MWp mini CSP in Gabu and Canchungo in the Republic of Guinea-Bissau and intends to use part of these funds to make payments under the Construction Contract for a Photovoltaic Solar Power Plant (CSP) 20 MWp in Bissau and two 1 MWp mini CSP in Gabu and Canchungo in the Republic of Guinea-Bissau. The Works will be executed in the Republic of Guinea-Bissau within the following deadlines:

§ Lot 1: twenty (20) months including the rainy season

§ Lot 2: Fourteen (14) months including the rainy season

§ Lot 3: fourteen (14) months including the rainy season

2. SABER, acting as Delegated Contracting Authority for the Republic of Guinea-Bissau, solicits closed bids from eligible candidates who meet the qualifications required to carry out the following work:

§ Lot 1: Construction of a 20 MWp photovoltaic solar power plant at the Gardete site located about 8 km from the city of Bissau, equipment and 30 kV interconnection lines with the Bôr substation. Bidders are required to make a proposal for alternative energy storage;

§ Lot 2: Construction of a 1 MWp solar photovoltaic power plant with diesel generators to hybridize its operation, energy storage by batteries and the medium and low voltage power line for the locality of Canchungo.

§ Lot 3: Construction of a 1 MWp solar photovoltaic power plant with diesel generators to hybridize its operation, energy storage by batteries and the medium and low voltage power line for the locality of Gabu.

Any candidate is free to bid for as many lots as he wishes. Lot 1 can not be awarded with another lot to the same tenderer. In the event that a tenderer submits compliant tenders and the lowest prices for lot 1 and other lots, he will only be awarded lot 1.

Lots 2 and 3 may be awarded to the same tenderer provided that he submits bids conforming to more than one lot, evaluated the lowest according to the criteria expressed in monetary terms, the evaluation will also take into account the Bidder's ability to meet the requirements specified in the RFSO for:

§ the financial situation

§ the financing capacity

§ the material to be mobilized, and

§ the staff to be assigned

4. The qualification requirements are: The tenderer must

demonstrate, with supporting documentation, that it meets the following technical and financial capability requirements:

Financial capacity :

The Bidder must provide written proof that its annual construction turnover for the last three (03) years (2015, 2016 and 2017) equals at least:

§ Lot 1: eighteen (18) billion CFA francs

§ Lot 2: two (2) billion CFA francs

§ Lot 3: two (2) billion CFA francs

The Bidder must provide a line of credit certificate issued by a bank for an amount equivalent to:

§ Lot 1: Four (4) billion CFA francs

§ Lot 2: Five hundred (500) million CFA francs

§ Lot 3: Five hundred (500) million CFA francs

Technical capacity :

§ Have performed, as the main supplier and installer, at least two (02) contracts for work of a similar nature during the last five (05) years including:

§ For Lot 1: having already completed two (02) solar photovoltaic power plant contracts of at least 10 MWp injected for each market with a minimum value of 10 billion FCFA

§ For lots 2 and 3: having already completed two (02) solar photovoltaic power plant contracts with a capacity of at least 0.5 MWp for each market with a minimum value of 500 million FCFA.

In the case of business combinations, at least some parties will have to justify the requested technical capacity.

5. Interested applicants may obtain a complete open international tender dossier at the following address: SABER, Place de la Reconciliation - Quartier Atchanté - 07 BP: 13388 Lomé - Togo from 11 February 2019 against a non-refundable payment7 of one hundred and fifty (150) thousand CFA francs by certified bank check, in cash or by transfer to SABER. The open international tender document will be immediately delivered to the interested candidates or sent at their expense by express mail.

6. Tenders must be written in French. The offers will be presented in an original version and 3 copies and deposited at the following address at the new headquarters of SABER, Place de la Reconciliation - Quartier Atchanté - 07 BP: 13388 Lomé - Togo no later than April 10, April 2019 at 10:00 GMT. Tenders that do not reach the times and dates indicated above, will be rejected and returned without being opened, at the expense of the tenderers concerned.
