GENERAL PROCUREMENT NOTICE
THE STATE OF ERITREA
DROUGHT RESILIENCE AND SUSTAINABLE LIVELIHOODS PROGRAMME – PROJECT V (DRSLP-V)
1. The Ministry of Agriculture of the State of Eritrea has received grants from the African Development Fund and Transitional Support Facility to finance the Drought Resilience and Sustainable Livelihoods Programme – Project V (DRSLP-V).
2. The main objective of the project is to contribute to food and nutrition security and sustainable economic development. The specific project objectives are; (1) to improve crop and livestock production and productivity leading to improved net farm incomes of the project beneficiaries, (2) to expand opportunities in agriculture and agribusiness to rural Eritrea as a means to advance rural livelihoods and economic development, and (3) to enhance import substitution through improved value additions and agro processing. In realizing these objectives, the project will contribute to building farmers’ resilience to climate change, and to enhancing carbon stocks. Open Competitive Bidding (OCB) as well as restrict tenders will be deployed for the supply of Goods and Works Contracts and various consultant selection methods will be used on the bases of the nature and complexity of the consultancy service assignment.
3. The project design includes the following components:
a) Infrastructure Development & Natural Resources Management;
b) Livelihood Diversification & Marketing;
c) Livestock and Plant Health & Production and
d) Project Management and Capacity Building.
4. Procurement of goods, works and services necessary for the execution of the project shall be carried out in accordance with the Bank’s “Procurement Policy for Bank Group Funded Operations” dated October 2015. Bidding and/ or Request for Proposal documents are expected to be available in February 2020.
