Expression of Interest are invited for Baseline survey for Public Awareness on the Liberia Land Authority (LLA) and the Land Rights Act (LRA).
The Government of Liberia has received financing from the World Bank toward the cost of the Liberia Land Administration Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include collecting data on the level of awareness and understanding of the general public, government entities, and other key stakeholders, including local authorities and communities about the LLA, its role and mandate, as well as broader land sector reform including the newly enacted Land Rights Act (LRA).
Further, the survey will inform the design of future communication and awareness raising campaigns by identifying specific target groups, appropriate communication channels for each target group, and potential key messages for every target group.
The assignment is for a duration of 40 days.

The Liberia Land Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The expected qualifications needed to undertake this assignment are as follows:
a. Should have at least five years’ experience of conducting project baselines, evaluations and researches, particularly of land related projects;
b. Should have a team having experience of working on land issues;
c. Should have strong organizational credibility, logistics, and systems to carry
out such assignments;
d. Demonstrated experience of working in Liberia
e. Demonstrated expertise in data analysis, including statistical methodologies
and related research techniques;
f. Proven track record of on-time performance;
g. Demonstrated ability to write clear, brief, analytical reports.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16,
and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 1,
2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting
forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should
indicate clearly whether the association is in the form of a joint venture and/or a subconsultancy. In the case of a joint venture, all the partners in the joint venture shall be
jointly and severally liable for the entire contract, if selected.
The Consulting Firm will be selected in accordance with the Selection based on
Consultant’s Qualification method set out in the Procurement Regulations.

Baseline Survey for Public Awareness
and Stakeholder Consultations
BACKGROUND
On March 22, 2018, Government of Liberia, through the Liberia Land Authority (LLA)
received a grant of US$7 million to implement the Liberia Land Authority Project (LLAP). The
main objective of the project is to strengthen the capacity of the Liberia Land Authority (LLA)
and establish a land administration system.
With the support of donor partners, several public awareness campaigns and consultations with
stakeholders on land reform have taken place, especially during the tenure of the former Land
Commission. Despite some of these gains, some government institutions, key stakeholders and
the general public, including communities across Liberia have limited understanding of the
ongoing land sector reform. Besides, some communities have indicated that they are not
adequately consulted by central government authorities on land issues and sector reform.
Moreover, there seems to be inadequate information and awareness campaigns on some of the
products of the on-going land reform, including the Land Rights Policy, the Land Rights Act
(October 2018), and the Act that created the Liberia Land Authority, as related to its mandate,
functions, institutional arrangements both at the central and local levels, and the services the
Authority provides to the public. Also, there have been little, if any, engagements with key
stakeholders, including communities on the objectives and activities of the LLAP.
In order to assess the understanding of the public, government, and other key stakeholders,
including local authorities and communities about the LLA, its role and mandate, as well as
broader land sector reform, the Liberia Land Authority through the LLAP has decided to
conduct a baseline survey for public awareness on the LLA and land sector reform, and
stakeholder consultations on the objectives and activities of the LLAP. Data from the survey
will provide the baseline for some of the key LLAP indicators and performance indicators as
provided for in the Project Appraisal Document (PAD).
OBJECTIVES OF THE BASELINE SURVEY
The Objective of the baseline survey is to collect data on the level of awareness, knowledge
and general understanding of the LLA’s role and mandate, the newly enacted Land Rights Act
(LRA) and other broader land sector reform by the general public, government entities, and
other key stakeholders, including local authorities and communities.
Further, the survey will also inform the design of future communication and awareness raising
campaigns by identifying specific target groups, appropriate communication channels for each
target group, and potential key messages for every target group.
SCOPE OF SERVICE
The scope of this assignment includes, but is not limited to the establishment of a baseline for
project evaluation and impact analysis. The baseline study will be conducted within six (6)
counties of Liberia. From the baseline data, the firm will set targets for the remaining standard
indicators apart from those already set by the project. The firm will be expected to gather base
information on the knowledge and general understanding of the LLA’s role and mandate, the
newly enacted Land Rights Act (LRA) and other broader land sector reform by the public,
government entities, and other key stakeholders, including local authorities and communities.
The baseline survey will require a descriptive cross-sectional survey that will mostly provide
quantitative and qualitative information on land administration at the LLA under the Liberian
Land Administration Project.
The Consulting Firm will be responsible for developing data collection instruments, which will
be reviewed for comments by the LLA’s Policy Department with support from the Executive
Director and the Project Coordinator before embarking on data collection exercises. The survey
will be completed, data entry and data quality checks undertaken and reported to the PIU.
For the consultant firm, the specific objectives will include: -
o To provide new baseline information and update, if needed, existing baseline that will
be used to assess and evaluate progress and effectiveness of the LLAP at Midterm and
end of project;
o To provide new baseline information on the number and details of community radio
stations currently broadcasting or providing information on land policy and law, land
use, land administration and other land issues;
o To provide new baseline information on digital communication penetration for social
media and Facebook access.
o To assess locations of communication towers and radius of coverage area and signal
quality / strength in baseline community: whether poor, medium and satisfactory.
o To assess in selected counties the level of awareness on other broader land sector
reform by the general public, government entities, and other key stakeholders,
including local authorities and communities.
Methodology
The consultant firm shall propose its methodology for selecting a random, representative
sample of households in the areas included in the project and any control sites (for the purposes
of the impact evaluation). The sampling framework will need to be justified in terms of the
rigor it provides for assessing performance and impact and will be negotiated as part of the
survey work planning that will be undertaken by the consultant.
The firm will have to provide information on the methodology that will be used and develop
tools for the collection of data from the field. The firm will also provide detail on identification
strategy (clustering, stratification detail etc.), sample size calculation and sampling technique
applied.
Some of the key activities for this baseline will include:
1. Desk Review and Information Gathering: Hold inception meeting with the LLA’s
relevant commissioners and technical staff and the Project Implementation Unit (PIU)
and conduct a review of key relevant documents including the Liberia Land
Administration Project Appraisal Document;
2. Inception Report: Develop detailed inception report and design research tools and
methodology for data collection of both quantitative and qualitative data. The inception
report should contain clear sampling approach, detailed data analysis along with a
detailed work plan and schedule. The baseline design needs to capture data that will be
utilized to set baselines for mid-term
