They mainly describe the context of the mission, the responsibilities assigned tothe mission, the expected products of the mission as well as the profile of the candidates sought.CONTEXT AND JUSTIFICATION The weak anchoring ofe the evaluative function in the Malagasy political and institutional landscape has contributed to recurrent crisis situations in Madagascar. With the exception of a few sectoral systems for collecting information, the evaluation work is indeed limited and the products are almost never made public or seriously exploited.Malagasy, with the support of UNICEF and UNDP, plans to set up a National Evaluation Policy in Madagascar. The Government needs a real evaluation code of practice to improve the process of collecting, processing and analyzing information to enable the sponsors of evaluations, especially those responsible for the evaluation.the Executive as well as Parliament, to take the necessary corrective measures.
